體會的總結(jié),是大批外資項目的落戶招遠的生動寫照!

強化服務(wù)意識,是外經(jīng)貿(mào)局建設(shè)“投資者的家”的具體表現(xiàn)。今年以來,外經(jīng)貿(mào)局黨委緊緊圍繞項目建設(shè),創(chuàng)新思路,強化措施,著力建設(shè)投資者的家。針對外商人生地不熟,審批環(huán)節(jié)多,辦理難的特點,我們探索了招遠市外商投資企業(yè)聯(lián)合審批工作機制,開辟了外商投資綠色通道;針對外商海關(guān)知識生疏,辦事往往不得法的特點,我們邀請龍口海關(guān)、國家商務(wù)部專家來我市舉辦了海關(guān)知識、國際貿(mào)易培訓班,為他們送去及時雨;針對外企年檢零散路遠費時不便的特點,我們邀請龍口海關(guān)來到我市企業(yè)的家門口,為180多家涉外企業(yè)集中辦理年檢,為投資者提供了便捷服務(wù),使投資者深切地感受到家的熱情。優(yōu)化軟環(huán)境,為外商搞好服務(wù)固然重要,但是,日常生活中關(guān)心、體貼外商更不可少。古人云:不積細流,無以成江河,不積跬步,無以致千里。我們就是從一些日常生活小事做起,從點點滴滴做起。因而感動了外商,促成了項目。煙臺福隆文具有限公司是一家外商投資企業(yè),該公司經(jīng)理潘超超是一位60多歲的香港女強人,在我市辛莊鎮(zhèn)創(chuàng)業(yè)十個年頭。今年8月份,由于工作勞累,她病倒了,外經(jīng)貿(mào)局領(lǐng)導得知這一消息后,帶著水果和補品,及時到工廠看望了她,這對于身居他鄉(xiāng)、孤身在外的老人來說,是一個莫大的安慰,潘超超因此熱淚盈眶,她激動地說:你們不是親人,勝似親人。她深切感受到了家的友情,從此更加堅定了她在招創(chuàng)業(yè)的決心。

獨在異鄉(xiāng)為異客,每逢佳節(jié)倍思親。我們外經(jīng)貿(mào)局的親人就是中國金都熱土上的外來投資者。今年的仲秋節(jié),為了表達親商之情,我局領(lǐng)導帶著禮品分頭拜訪了所本文來自文秘之音網(wǎng)有常駐我市的外商,送去了帶有濃濃中國情結(jié)的月餅,使他們感受到了家的溫情,其中普拉塞爾多姆黃金礦業(yè)有限公司的澳大利亞外商沈吉先生感慨地說:我在中國住了十多年,從來沒有過中秋節(jié),在金都招遠,我知道了月餅的含義,我要告訴我的家人和朋友,讓他們一同分享這份幸福。

結(jié)識新朋友,不忘老朋友。對每一位常駐我市外商的迎來送往,是外經(jīng)貿(mào)局親商的一個體現(xiàn),招遠先進化工有限公司是一家日本獨資企業(yè),外商代表本城洋三先生在我市工作了6年,做出了一定的貢獻。當外經(jīng)貿(mào)局得知他在日本辦理了退休手續(xù),要返回日本的消息后,為了答謝本城洋三對我市的貢獻,我們像為親人送行那樣為他送行,使外商感受到了家的親情。本城洋三感動地說:回到日本,我可以自豪地說,中國招遠是我的第二故鄉(xiāng),我要動員我的朋友到招遠投資興業(yè)。

換位思考,是我們留住外商的真情所在。就拿韓國樸萬珠先生投資我市的愛美護理項目來說吧,愛美護理是一個投資額僅有20萬美元的小項目,在了解到樸先生有投資意向后,考慮到該項目對促進我市服務(wù)領(lǐng)域利用外資的積極作用,我局高度重視,安排專人全程陪同,靠上服務(wù)。期間,由于考慮到投資效益,樸先生的投資念頭曾經(jīng)動搖過,盡管他的投資意念飄浮不定,我們的熱情服務(wù)態(tài)度卻始終不變,當他又意欲加大投資額時,我們從他的切身利益考慮,勸他適當投資。我們的真誠,終于贏得了樸先生的信賴,贏得了“愛美護理”項目的安家落戶,目前,該項目的外資到位,正在組織裝修。如今,在與樸先生談起愛美護理項目時,樸先生總是心有感觸地說:每次來招遠,我的心都被你們緊緊地抓住了。

如此等等,這樣的事例還能舉出很多很多。我們就是用這樣的熱情、友情、親情、真情營造著投資者的家,用人性化的理念打理這個家,營造起誠信,打理出信賴,鋪就招商引資的心路。

各位領(lǐng)導,同志們,就拿簡單的折紙游戲來說吧 用一張足夠大的紙,將其對折,不停地對折。當把這張紙對折了52次的時候,您知道它的厚度有多少嗎?通過計算機的模擬,這個厚度接近于地球到太陽之間的距離。沒錯,就是這簡單的動作,它可以創(chuàng)造驚人的奇跡。外經(jīng)貿(mào)局在建設(shè)“投資者的家”過程中,巧妙地活化了折紙游戲的道理,從服務(wù)工作的點滴小事做起,積累點滴情感,以至以小成大,集腋成裘,贏得了情感的最大值,贏得了利用外資項目的成功,贏得了我市對外經(jīng)貿(mào)的快速發(fā)展!讓我們、你們、他們都積極行動起來,把我們共同的投資者的家――中國金都建設(shè)得更加美好,鑄就我市外經(jīng)貿(mào)事業(yè)的輝煌!

good afternoon, everybody. happy friday. i thought i’d take somequestions, but first, let me say a few words about the economy.

this morning, we learned that our economy created over 200,000 new jobs in july. that’s ontop of about 300,000 new jobs in june. so we are now in a si_-month streak with at least200,000 new jobs each month. that’s the first time that has happened since 1997. over thepast year, we’ve added more jobs than any year since 2022. and all told, our businesses havecreated 9.9 million new jobs over the past 53 months. that’s the longest streak of privatesector job creation in our history.

and as we saw on wednesday, the economy grew at a strong pace in the spring. companies areinvesting. consumers are spending. american manufacturing, energy, technology, autos -- allare booming. and thanks to the decisions that we’ve made, and the grit and resilience of theamerican people, we’ve recovered faster and come farther from the recession than almost anyother advanced country on earth.

so the good news is the economy clearly is getting stronger. things are getting better. ourengines are revving a little bit louder. and the decisions that we make right now can sustainand keep that growth and momentum going.

unfortunately, there are a series of steps that we could be taking to maintain momentum, andperhaps even accelerate it; there are steps that we could be taking that would result in morejob growth, higher wages, higher incomes, more relief for middle-class families. and so far, atleast, in congress, we have not seen them willing or able to take those steps.

i’ve been pushing for common-sense ideas like rebuilding our infrastructure in ways that aresustained over many years and support millions of good jobs and help businesses compete.i’ve been advocating on behalf of raising the minimum wage, making it easier for working folksto pay off their student loans; fair pay, paid leave. all these policies have two things incommon: all of them would help working families feel more stable and secure, and all of themso far have been blocked or ignored by republicans in congress. that’s why myadministration keeps taking whatever actions we can take on our own to help working families.

now, it’s good that congress was able to pass legislation to strengthen the va. and i want tothank the chairmen and ranking members who were involved in that. it’s good that congresswas able to at least fund transportation projects for a few more months before leaving town --although it falls far short of the kind of infrastructure effort that we need that would actuallyaccelerate the economy. but for the most part, the big-ticket items, the things that wouldreally make a difference in the lives of middle-class families, those things just are not gettingdone.

let’s just take a recent e_ample: immigration. we all agree that there’s a problem that needsto be solved in a portion of our southern border. and we even agree on most of the solutions.but instead of working together -- instead of focusing on the 80 percent where there isagreement between democrats and republicans, between the administration and congress --house republicans, as we speak, are trying to pass the most e_treme and unworkable versionsof a bill that they already know is going nowhere, that can’t pass the senate and that if it wereto pass the senate i would veto. they know it.

they’re not even trying to actually solve the problem. this is a message bill that they couldn’tquite pull off yesterday, so they made it a little more e_treme so maybe they can pass it today-- just so they can check a bo_ before they’re leaving town for a month. and this is on an issuethat they all insisted had to be a top priority.

now, our efforts administratively so far have helped to slow the tide of child migrants trying tocome to our country. but without additional resources and help from congress, we’re just notgoing to have the resources we need to fully solve the problem. that means while they’re outon vacation i’m going to have to make some tough choices to meet the challenge -- with orwithout congress.

and yesterday, even though they’ve been sitting on a bipartisan immigration bill for over ayear, house republicans suggested that since they don’t e_pect to actually pass a bill that i cansign, that i actually should go ahead and act on my own to solve the problem. keep in mindthat just a few days earlier, they voted to sue me for acting on my own. and then when theycouldn’t pass a bill yesterday, they put out a statement suggesting i should act on my ownbecause they couldn’t pass a bill.

春回大地,萬象更新。伴隨著春天的腳步,滿懷成功的信心,共赴__經(jīng)濟開發(fā)區(qū)總結(jié)表彰這個盛會,我感到非常榮幸!一年來各級領(lǐng)導、各界朋友給與我們莫大的關(guān)心和支持,在此我代表__建設(shè)集團表示衷心的感謝!

過去一年,我們在縣委、縣政府和__經(jīng)濟開發(fā)區(qū)的正確領(lǐng)導下,講政治,顧大局,求實效,做貢獻,大干快干實干,較好地完成了縣委、縣政府和經(jīng)濟開發(fā)區(qū)部署的各項任務(wù)以及我公司年初確定的各項目標,產(chǎn)量、產(chǎn)值、效益、納稅等主要指標實現(xiàn)了大幅增長。

__年,市委、市政府在這里召開 經(jīng)濟開發(fā)區(qū)“二次創(chuàng)業(yè)”動員大會。會議的主要任務(wù)是:全面貫徹落實省委九屆十一次全會、市委五屆九次全會和省市經(jīng)濟工作會議精神,進一步動員全市廣大干部群眾,充分整合全社會力量,全面推進開發(fā)區(qū)新一輪大開發(fā)、大建設(shè)、大發(fā)展,以開發(fā)區(qū)“二次創(chuàng)業(yè)”引領(lǐng) 加快實現(xiàn)轉(zhuǎn)型發(fā)展的新突破。應該說,這次會議是在 轉(zhuǎn)型發(fā)展的關(guān)鍵時期召開的一次重要會議,也是全面啟動“__”規(guī)劃、進一步加快 發(fā)展的誓師大會。下面,就推進開發(fā)區(qū)“二次創(chuàng)業(yè)”,講四點意見:

一、追求大發(fā)展,充分認識推進開發(fā)區(qū)“二次創(chuàng)業(yè)”的重要性和緊迫性

開發(fā)區(qū)在承載項目、吸引投資、促進產(chǎn)業(yè)集聚方面具有特殊優(yōu)勢,加快推進開發(fā)區(qū)提檔升級,實現(xiàn)快發(fā)展、大發(fā)展,是規(guī)避和化解資源環(huán)境約束、提高資源利用效率、實現(xiàn)發(fā)展方式轉(zhuǎn)變的重要途徑。 的未來發(fā)展要堅持向開發(fā)區(qū)要空間、要速度、要質(zhì)量,把推進開發(fā)區(qū)“二次創(chuàng)業(yè)”作為實施“__”規(guī)劃、加快 轉(zhuǎn)型發(fā)展的突破口。

奎年來,為擺脫作為資源枯竭城市的發(fā)展困境, 緊緊抓住被國家確定為經(jīng)濟轉(zhuǎn)型試點城市的機遇,創(chuàng)新提出了“三個轉(zhuǎn)型”的發(fā)展思路,特別是圍繞推進經(jīng)濟轉(zhuǎn)型,加快發(fā)展六個接續(xù)替代產(chǎn)業(yè),經(jīng)濟總量不斷增長,發(fā)展實力不斷增強。 年的主要經(jīng)濟指標與20__年相比, 地區(qū)生產(chǎn)總值三年累計增長89.8%,規(guī)模以上工業(yè)增加值增長164.6%,全社會固定資產(chǎn)投資增長168.3%,全口徑財政收入增長101.9%,地方級財政收入增長104.1%,財政支出增長109.8%,實現(xiàn)了三年翻一番。與全市經(jīng)濟發(fā)展同步, 經(jīng)濟開發(fā)區(qū)地區(qū)生產(chǎn)總值三年累計增長1.6倍,規(guī)模以上工業(yè)增加值增長1.6倍,全口徑財政收入增長2.5倍,地方級財政收入增長3.1倍,財政支出增長2.5倍,全社會固定資產(chǎn)投資增長5.3倍。數(shù)據(jù)表明, 經(jīng)濟開發(fā)區(qū)在推進 轉(zhuǎn)型發(fā)展的進程中,發(fā)揮了重要作用。一直以來,市委高度重視開發(fā)區(qū)的建設(shè)和發(fā)展,加強領(lǐng)導力量配備,實行政策、項目、資金等要素傾斜,為開發(fā)區(qū)的大發(fā)展、快發(fā)展創(chuàng)造了條件。開發(fā)區(qū)在歷屆班子的帶領(lǐng)下,堅持扎實工作、創(chuàng)新發(fā)展,打下了良好的工作基礎(chǔ)。特別是新班子組建以來,堅持自加壓力,克難奮進,不僅妥善解決了諸多歷史遺留問題,擺脫了生存危機,而且續(xù)建和完善了友誼工業(yè)園區(qū)的部分設(shè)施,建設(shè)發(fā)展了銀行、學校、大型商貿(mào)城等配套服務(wù)設(shè)施,為開發(fā)區(qū)的后續(xù)發(fā)展奠定了堅實的基礎(chǔ)。開發(fā)區(qū)為充分發(fā)揮帶動功能,堅持用足用好國家轉(zhuǎn)型扶持政策,不斷加大招商引資和項目建設(shè)力度,先后引進、新建、續(xù)建一批投資規(guī)模大、技術(shù)水平高的大項目和大企業(yè),麥達斯鋁業(yè)三期工程投資近10億元,世捷鋁業(yè)投資近30億元,香港中聚集團投資近12億元,歐亞集團 商貿(mào)中心投資4.8億元,新華聯(lián)天然氣項目投資4億元以上,博大偉業(yè)、一汽富奧兩個企業(yè)投資都在3億元以上。麒鳴牧業(yè)、異地建設(shè)的銀鷹藥業(yè)和天馬襪業(yè)投資都在1億元以上,另外還有18個投資3000萬元以上的項目進入 開發(fā)區(qū),友誼工業(yè)園區(qū)6.6平方公里的土地已經(jīng)布滿了項目和企業(yè),高精鋁加工、紡織襪業(yè)、新能源、醫(yī)藥、裝備制造等產(chǎn)業(yè)集群不斷壯大。開發(fā)區(qū)園區(qū)內(nèi)先后有麥達斯和利源兩戶企業(yè)分別在香港和深圳上市。隨著大企業(yè)的加快發(fā)展,大項目的落地、實施和建成投產(chǎn),為開發(fā)區(qū)發(fā)展蓄積了能量??梢哉f,未來一個時期,是開發(fā)區(qū)的跨越發(fā)展期、能量暴發(fā)期和活力釋放期。在看到成績的同時,我們也必須看到,開發(fā)區(qū)在建設(shè)和發(fā)展中也積累了一些矛盾和問題。目前開發(fā)區(qū)友誼園區(qū)可開發(fā)利用土地不足300萬平方米,土地儲備不足,產(chǎn)業(yè)和項目擺布受到很大局限。產(chǎn)業(yè)布局不盡合理,投資強度偏低,拆遷成本偏高。這些問題不解決,開發(fā)區(qū)的功能將很快喪失, 的發(fā)展空間將逐漸萎縮。為此,必須立足長遠,狠抓當前,全力推進開發(fā)區(qū)提升擴容,努力打造新的發(fā)展優(yōu)勢,拓展新的發(fā)展空間。

市委五屆九次全會審議通過了《中共 市委關(guān)于制定 市國民經(jīng)濟和社會發(fā)展第十二個五年規(guī)劃的建議》,明確提出要堅持“三化融合”、“三動并舉”、“三個轉(zhuǎn)型”同步推進。開發(fā)區(qū)作為推進“三化”、“三動”的重要結(jié)合點和推進“三個轉(zhuǎn)型”的重要著力點,必須擺在更加重要的位置。為此,市委提出要堅持遼白一體化率先帶動,實施全域城鎮(zhèn)化戰(zhàn)略,強力推進開發(fā)區(qū)建設(shè),加快提檔升級。最近,國務(wù)院專門出臺了政策性意見,明確提出對引導轉(zhuǎn)移產(chǎn)業(yè)向園區(qū)集中,促進產(chǎn)業(yè)園區(qū)規(guī)范化、集約化、特色化發(fā)展將給予更多更大支持,這為開發(fā)區(qū)的“二次創(chuàng)業(yè)”帶來難得的政策機遇。省委在制定“__規(guī)劃”的建議中明確提出要把 建設(shè)成為吉林省中部城市群中的支點城市和吉林省中南部區(qū)域性中心城市。我市推進城市轉(zhuǎn)型,打造長春衛(wèi)星城,就是要憑借明顯的區(qū)位和環(huán)境優(yōu)勢,率先融入長春、沈陽兩大經(jīng)濟區(qū),承接兩大經(jīng)濟區(qū)發(fā)展要素的外溢,拓展 的發(fā)展空間。經(jīng)濟開發(fā)區(qū)在承接兩大經(jīng)濟區(qū)產(chǎn)業(yè)轉(zhuǎn)移中將發(fā)揮重要作用,從一定意義上講,經(jīng)濟開發(fā)區(qū)在推進 轉(zhuǎn)型發(fā)展中的地位是不可替代的,我們必須以開發(fā)區(qū)的大發(fā)展,引領(lǐng)和帶動 的大發(fā)展。應該說,推進開發(fā)區(qū)“二次創(chuàng)業(yè)”的時機已經(jīng)成熟,條件已經(jīng)具備。我們必須以“等不起”的緊迫感、“慢不得”的危機感、“坐不住”的責任感和“快發(fā)展”的使命感,迅速行動起來,集中精力打一場推進開發(fā)區(qū)“二次創(chuàng)業(yè)”的攻堅戰(zhàn)。

二、樹立大目標,努力把開發(fā)區(qū)建設(shè)成為拉動 轉(zhuǎn)型發(fā)展的強勢增長極

狂后五年,是 大開發(fā)、大建設(shè)、大發(fā)展的重要攻堅期,也是開發(fā)區(qū)發(fā)展的戰(zhàn)略機遇期。市委、市政府出臺了《關(guān)于加快推進 經(jīng)濟開發(fā)區(qū)建設(shè)和發(fā)展的意見》,明確了開發(fā)區(qū)發(fā)展目標、重點任務(wù)以及財政體制、事權(quán)管理等方面的配套措施??梢哉f,這個意見含金量很高,突破性很大。開發(fā)區(qū)“二次創(chuàng)業(yè)”,要以轉(zhuǎn)型升級為主要內(nèi)容,樹立大目標,追求大作為,努力實現(xiàn)產(chǎn)業(yè)發(fā)展上的新突破、提質(zhì)擴容上的新進展、集約要素能力上的新提升、投資環(huán)境建設(shè)上的新飛躍。市委、市政府確定經(jīng)濟開發(fā)區(qū)“二次創(chuàng)業(yè)”的奮斗目標是,到20__年,開發(fā)區(qū)要實現(xiàn)地區(qū)生產(chǎn)總值60億元,規(guī)模以上工業(yè)增加值達到60億元,一般預算全口徑財政收入達到10億元;到20__年,開發(fā)區(qū)要實現(xiàn)地區(qū)生產(chǎn)總值110億元,規(guī)模以上工業(yè)增加值達到130億元,一般預算全口徑財政收入20億元,萬元工業(yè)增加值能耗低于全市平均水平。到“__”末期, 經(jīng)濟開發(fā)區(qū)要達到國家級經(jīng)濟開發(fā)區(qū)水平。為實現(xiàn)上述宏偉目標,要進一步明確開發(fā)區(qū)的發(fā)展和功能定位,堅持產(chǎn)業(yè)興區(qū)、科技強區(qū),加快推進開發(fā)區(qū)提檔升級。

一要把經(jīng)濟開發(fā)區(qū)建設(shè)成為推進轉(zhuǎn)型的先導區(qū)。當前和今后一個時期,推進“三個轉(zhuǎn)型”仍是我們的中心工作。要以轉(zhuǎn)變經(jīng)濟發(fā)展方式為主線,以調(diào)整優(yōu)化結(jié)構(gòu)為主攻方向,緊緊抓住省里支持開發(fā)區(qū)加快發(fā)展、促進工業(yè)集中區(qū)提檔升級的機遇,加大投資力度,實施一批重大接續(xù)產(chǎn)業(yè)項目和高科技項目。要以開發(fā)區(qū)為依托,加快實施 經(jīng)濟轉(zhuǎn)型總規(guī)劃,爭取一批國家支持的重大轉(zhuǎn)型項目進入開發(fā)區(qū)。要適應項目建設(shè)和產(chǎn)業(yè)集聚的迫切需要,強力實施開發(fā)區(qū)提升擴容,實現(xiàn)與東遼縣工業(yè)集中區(qū)加快整合、深度融合,形成80平方公里的大園區(qū),打造遼白經(jīng)濟帶,輻射帶動東遼縣城及周邊鄉(xiāng)鎮(zhèn)實現(xiàn)一體化發(fā)展,成為拉動 經(jīng)濟發(fā)展的強勢增長極。

二要把經(jīng)濟開發(fā)區(qū)建設(shè)成為產(chǎn)業(yè)升級的核心區(qū)。“__”期間,我市將加快發(fā)展裝備制造、冶金建材、輕工紡織等九大產(chǎn)業(yè),建設(shè)高精鋁加工、汽車零部件、生物制藥等十大基地,打造襪業(yè)、皮革、碳纖維制品特色園區(qū)。70%以上的產(chǎn)業(yè)、項目在開發(fā)區(qū)建設(shè)或與開發(fā)區(qū)關(guān)聯(lián)。開發(fā)區(qū)要依托區(qū)位、資源和產(chǎn)業(yè)優(yōu)勢,圍繞構(gòu)建新型工業(yè)體系,按照高端化、規(guī)?;?、集群化、園區(qū)化目標,布局大產(chǎn)業(yè)、大集群、大項目,力爭用三到五年時間,形成幾個百億級產(chǎn)業(yè)集群,加快總量擴張、結(jié)構(gòu)優(yōu)化和產(chǎn)業(yè)升級,盡快成為 第一大經(jīng)濟板塊。

三要把經(jīng)濟開發(fā)區(qū)建設(shè)成為改革開放的試驗區(qū)。開發(fā)區(qū)體制機制靈活,更容易吸引投資,形成政策“洼地”效應。市里推進相關(guān)改革,要在開發(fā)區(qū)先行先試,開發(fā)區(qū)也要借鑒和吸收好的管理體制、運作模式,不斷探索發(fā)展新思路、新途徑、新舉措。要把開發(fā)區(qū)變成 對外開放的“橋頭堡”和主陣地,作為全市招商引資的重要載體和第一主體,抓住發(fā)達地區(qū)產(chǎn)業(yè)轉(zhuǎn)移、省內(nèi)產(chǎn)業(yè)配套的新機遇,瞄準世界500強、國內(nèi)500強,瞄準央企和上市公司,主動出擊,有效銜接,推進務(wù)實合作,實現(xiàn)招商引資新突破。要創(chuàng)新工作機制,不斷完善招商引資政策,提高含金量,增強吸引力。要堅持引資與引智相結(jié)合,更加注重引進高端人才、先進技術(shù)和現(xiàn)代管理理念。要建立激勵機制,對招商引資額度大、資金到位率高的單位和個人,市委、市政府要給予重獎。

四要把經(jīng)濟開發(fā)區(qū)建設(shè)成為轉(zhuǎn)變發(fā)展方式的示范區(qū)。要強化科技、人才支撐,加快培育戰(zhàn)略性新興產(chǎn)業(yè),大力推進新能源汽車、生物制藥、電子信息等高端產(chǎn)業(yè)發(fā)展,迅速形成產(chǎn)業(yè)競爭優(yōu)勢。要支持企業(yè)引進人才和技術(shù),爭取在開發(fā)區(qū)突破一批關(guān)鍵性技術(shù)與核心技術(shù),開發(fā)一批原始性創(chuàng)新成果,實施一批重大科技成果轉(zhuǎn)化項目。要在開發(fā)區(qū)實施一批現(xiàn)代服務(wù)業(yè)重點項目,完善現(xiàn)代化的配套服務(wù)設(shè)施。要注重項目選擇,提高準入門檻,避免低水平重復建設(shè),不上高污染、高耗能和高投入、低產(chǎn)出的項目,把開發(fā)區(qū)建設(shè)成為低碳經(jīng)濟、生態(tài)經(jīng)濟、循環(huán)經(jīng)濟、綠色經(jīng)濟的集中區(qū),打造成為科學發(fā)展、和諧發(fā)展的示范區(qū)。

三、推進大建設(shè),全面提高開發(fā)區(qū)集聚發(fā)展要素能力

要著眼于提高開發(fā)區(qū)承載大項目和大發(fā)展的能力,以實施遼白一體化為統(tǒng)領(lǐng),堅持科學規(guī)劃、超常舉措,全面掀起大開發(fā)、大建設(shè)熱潮,進一步加強基礎(chǔ)設(shè)施建設(shè),不斷強化發(fā)展功能,努力吸引優(yōu)勢資源向開發(fā)區(qū)集聚。

一要堅持高層次規(guī)劃。要把科學規(guī)劃作為大建設(shè)的啟動點。要突出科學性、前瞻性和先導作用,盡快完善開發(fā)區(qū)發(fā)展空間規(guī)劃,注重與城市總體規(guī)劃、土地利用規(guī)劃相銜接,注重與遼白一體化發(fā)展相協(xié)調(diào),注重可持續(xù)發(fā)展和成長性。要編制好開發(fā)區(qū)產(chǎn)業(yè)布局規(guī)劃,尤其要圍繞打造產(chǎn)業(yè)鏈條、構(gòu)建產(chǎn)業(yè)集群、建設(shè)產(chǎn)業(yè)園區(qū),合理布局,明確分區(qū),實現(xiàn)要素資源的最佳配置。要強化規(guī)劃的約束力,強化剛性的保障措施,紅線堅決不能突破。

二要突出項目核心之舉。要把大項目作為大建設(shè)的主攻點。重點抓好對經(jīng)濟、財政貢獻率高的支柱型、稅源型項目。在既有高精鋁加工、紡織襪業(yè)產(chǎn)業(yè)項目基礎(chǔ)上,要在遼白一體化區(qū)域集中擺布裝備制造、汽車零部件、農(nóng)產(chǎn)品加工以及新材料、新能源重大項目。市本級、東遼縣和兩區(qū)謀劃的新項目,符合開發(fā)區(qū)產(chǎn)業(yè)規(guī)劃的,要盡可能在開發(fā)區(qū)建設(shè),技術(shù)改造、異地擴建項目,有條件的要爭取向開發(fā)區(qū)集中。要集約利用土地,提高投資強度,采取有效措施,避免投機圈地、占而不用、待價而沽等問題。友誼開發(fā)區(qū)閑置土地要加快盤活,優(yōu)先周邊投達產(chǎn)項目擴能升級使用,新區(qū)項目用地要充分開發(fā),合理預留,保證使用,避免閑置。對于那些投資額少、進資慢,遠遠沒有達到合同要求,但占了大片土地的企業(yè),要堅決進行清理。

三要強力推進新區(qū)建設(shè)。要把新區(qū)開發(fā)作為大建設(shè)的突破點。開發(fā)區(qū)要會同土地收儲中心,引進戰(zhàn)略投資者,提前啟動土地收儲工作,把“毛地”變成“凈地”,把“生地”變成“熟地”。要創(chuàng)新融資模式,通過bt、bot等方式,實施新區(qū)的基礎(chǔ)設(shè)施建設(shè),盡快完善水、電、氣、熱、路、通信等配套設(shè)施,完善新區(qū)公共服務(wù)功能。要通過新區(qū)開發(fā)向白泉鎮(zhèn)延伸基礎(chǔ)設(shè)施,以開發(fā)區(qū)“二次創(chuàng)業(yè)”啟動遼白經(jīng)濟帶建設(shè),帶動遼白一體化發(fā)展。要通過自主開發(fā)或招商開發(fā)等方式,加快搞好商住區(qū)、商服產(chǎn)業(yè)配套建設(shè),增強商務(wù)支持和社會化保障能力。

四要探索完善投融資機制。要把提高融資能力作為大建設(shè)的重要保障。重點加強與銀行金融機構(gòu)的戰(zhàn)略合作,積極引導金融單位在開發(fā)區(qū)設(shè)立分支機構(gòu),爭取外埠銀行在開發(fā)區(qū)開展業(yè)務(wù)。要創(chuàng)新融資方式,推進股權(quán)融資,引進風險投資,擴大融資租賃規(guī)模。要提升融資能力,組建工業(yè)園區(qū)、經(jīng)濟開發(fā)區(qū)開發(fā)建設(shè)投資公司和融資公司,支持園區(qū)企業(yè)建設(shè)融資平臺。要支持企業(yè)靠大聯(lián)強,開展嫁接重組,推進企業(yè)建立現(xiàn)代企業(yè)制度,加快企業(yè)上市步伐,開發(fā)區(qū)“二次創(chuàng)業(yè)”期間爭取培育5戶企業(yè)上市。

四、實行大傾斜,努力為開發(fā)區(qū)“二次創(chuàng)業(yè)”營造良好的發(fā)展氛圍

開發(fā)區(qū)“二次創(chuàng)業(yè)”,是市委、市政府做出的戰(zhàn)略決策,要舉全市之力建設(shè)開發(fā)區(qū),引導各方面力量向開發(fā)區(qū)大傾斜,全力抓好推進開發(fā)區(qū)“二次創(chuàng)業(yè)”各項措施的落實。

要切實加強對開發(fā)區(qū)“二次創(chuàng)業(yè)”的組織領(lǐng)導。市委、市政府將定期聽取經(jīng)濟開發(fā)區(qū)及縣區(qū)工業(yè)集中區(qū)的工作匯報,通過現(xiàn)場辦公、工作例會等辦法,及時了解開發(fā)區(qū)“二次創(chuàng)業(yè)”的實際情況,發(fā)現(xiàn)和解決工作中出現(xiàn)的問題,確保開發(fā)區(qū)“二次創(chuàng)業(yè)”扎實推進、順利開展。人大、政協(xié)要切實發(fā)揮職能作用,積極為開發(fā)區(qū)“二次創(chuàng)業(yè)”出謀劃策,并堅持深入一線,參與推動相關(guān)工作的落實。從市直到開發(fā)區(qū),要自上而下建立工作責任制,對重點項目、重點工程落實領(lǐng)導和工作責任,明確工作目標和完成時限,促進各級領(lǐng)導把工作精力向開發(fā)區(qū)傾斜,抓好相關(guān)工作落實。

要建立推進開發(fā)區(qū)“二次創(chuàng)業(yè)”的長效工作機制。全市各部門、各級干部要立足崗位實際,充分履行服務(wù)職能,積極參與,盡職盡責,努力形成工作合力。發(fā)改部門要及時提供產(chǎn)業(yè)、投資等政策和信息,為開發(fā)區(qū)企業(yè)入駐、項目立項提供有效服務(wù)。財政、稅務(wù)部門要積極理順開發(fā)區(qū)財稅體制,協(xié)調(diào)落實扶持政策。國土資源部門要優(yōu)先安排開發(fā)區(qū)建設(shè)用地,落實出讓金和租金返還、企業(yè)項目用地預留等政策。建設(shè)規(guī)劃部門要在實施城市總體規(guī)劃的同時,會同開發(fā)區(qū)完成控制性詳規(guī)。工信、經(jīng)合、農(nóng)委等經(jīng)濟職能部門,要加強與開發(fā)區(qū)之間的溝通聯(lián)系,主動服務(wù)企業(yè),指導產(chǎn)業(yè)發(fā)展??平涛男l(wèi)等社會事業(yè)部門要全力支持開發(fā)區(qū)發(fā)展公益事業(yè),實現(xiàn)開發(fā)區(qū)經(jīng)濟與社會發(fā)展協(xié)調(diào)同步。新聞宣傳部門要大力宣傳開發(fā)區(qū)“二次創(chuàng)業(yè)”的發(fā)展成果、先進經(jīng)驗和典型事跡。組織人事部門要加強對開發(fā)區(qū)工作的考核評價,選派優(yōu)秀后備干部到開發(fā)區(qū)掛職鍛煉,真正把開發(fā)區(qū)打造成干部培訓鍛煉的基地、成長進步的搖籃、施展才能的舞臺。紀檢、監(jiān)察、公檢法司等部門要密切配合,把開發(fā)區(qū)作為軟環(huán)境建設(shè)的重點區(qū)域,進一步規(guī)范執(zhí)法行為,完善監(jiān)督機制,努力為開發(fā)區(qū)“二次創(chuàng)業(yè)”保駕護航。開發(fā)區(qū)管委會要切實承擔起加快“二次創(chuàng)業(yè)”的主體責任,進一步解放思想,團結(jié)帶領(lǐng)開發(fā)區(qū)廣大干部職工,勵精圖治,心無旁騖,凝心聚力,創(chuàng)新舉措,確保“二次創(chuàng)業(yè)”各項措施落到實處。

明年的工作主要是配合做好等工作,著重做好整合提升工作、污水處理廠改造等工作。

根據(jù)到開發(fā)區(qū)以來的工作和自己平時的學習,下面我想談點開發(fā)區(qū)的二次創(chuàng)業(yè)問題,科學發(fā)展觀指導下的開發(fā)區(qū)二次創(chuàng)業(yè)問題。我覺得我們的開發(fā)區(qū)現(xiàn)在正處于“二次創(chuàng)業(yè)”發(fā)展的關(guān)鍵時期,自覺運用科學發(fā)展觀這一思想指導開發(fā)區(qū)建設(shè),無疑具有重大的現(xiàn)實意義和深遠的歷史意義。

根據(jù)流行的分法,開發(fā)區(qū)發(fā)展主要分為要素集聚、產(chǎn)業(yè)主導、創(chuàng)新突破和財富凝聚四個階段,四個階段形成了一個由低級到高級的循環(huán)系統(tǒng),每個階段各有各的特征:

所謂要素集聚階段的基本特征是:開發(fā)區(qū)發(fā)展主要由優(yōu)惠政策等“外力”強力驅(qū)動,關(guān)注的焦點是盡快在園區(qū)形成生產(chǎn)要素集聚,對入?yún)^(qū)的條件要求不很嚴格,傳統(tǒng)企業(yè)和傳統(tǒng)生產(chǎn)要素有時也被引進,園區(qū)主要是靠土地開發(fā)、吸引企業(yè)入住園區(qū)進行生產(chǎn)來實現(xiàn)擴張式的發(fā)展;

所謂產(chǎn)業(yè)主導階段的基本特征是:開發(fā)區(qū)的發(fā)展動力由政府政策和企業(yè)市場競爭力雙重驅(qū)使各種生產(chǎn)要素重新進行整合,形成穩(wěn)定的主導產(chǎn)業(yè)和具有上、中、下游結(jié)構(gòu)特征的產(chǎn)業(yè)鏈,增值手段主要是“產(chǎn)業(yè)鏈”;

所謂創(chuàng)新突破階段的基本特征是:產(chǎn)業(yè)主導與創(chuàng)新突破交叉現(xiàn)象明顯,“創(chuàng)新鏈”是其主要增值手段,逐漸形成以區(qū)域綜合性體系創(chuàng)新為源頭的核心競爭力,主要表現(xiàn)為大量風險資本進入、原始性創(chuàng)新涌現(xiàn)、創(chuàng)新網(wǎng)絡(luò)和創(chuàng)新文化形成、大量高附加價值的產(chǎn)品產(chǎn)生、趨向于國際化的方向發(fā)展;

所謂財富凝集階段主要特征是:形成多點體系的中心經(jīng)濟,如技術(shù)品牌中心、研發(fā)與創(chuàng)新中心、孵化中心、營銷中心、精英人才集聚中心、金融資本中心,從而形成了開發(fā)區(qū)新一輪發(fā)展的嶄新“要素”。

提出我們開發(fā)區(qū)“二次創(chuàng)業(yè)”,不是空洞的號召性口號,而是有其深刻的階段性原因,體現(xiàn)事物發(fā)展到一定進程的轉(zhuǎn)化標志。

從發(fā)展階段來看,開發(fā)區(qū)已進入產(chǎn)業(yè)主導階段。我們開發(fā)區(qū)國家核準和授權(quán)的10.5平方公里范圍內(nèi)的起步區(qū)已基本落實項目,與以要素集聚為特征的所有開發(fā)區(qū)一樣,“一次創(chuàng)業(yè)”的歷史使命已經(jīng)階段性基本完成,初步架構(gòu)出特種紙和裝備制造業(yè)兩大主導產(chǎn)業(yè),以“產(chǎn)業(yè)主導”為主導的“二次創(chuàng)業(yè)”的新階段已經(jīng)到來。

從發(fā)展方式來看,開發(fā)區(qū)要突破傳統(tǒng)發(fā)展模式。我們開發(fā)區(qū)在“一次創(chuàng)業(yè)”的發(fā)展階段,很大程度上是依靠政策優(yōu)惠、土地開發(fā)、招商引資來擴大總量和壯大經(jīng)濟規(guī)模的,給政府帶來了gdp、財政稅收、勞動就業(yè)等實在利益。我們開發(fā)區(qū)自建立以來,通過政策優(yōu)惠、招商引資,基本完成10.5平方公里的開發(fā)建設(shè)任務(wù)。在產(chǎn)業(yè)主導的“二次創(chuàng)業(yè)”的新階段,若仍然沿用舊有的發(fā)展模式,已無拓展空間,應走招商引資和擴區(qū)設(shè)施建設(shè)并重,提升園區(qū)綜合管理水平和提高現(xiàn)有企業(yè)自主創(chuàng)新能力并舉的發(fā)展之路。

從拓展方式來看,開發(fā)區(qū)東擴規(guī)劃要有新思路。開發(fā)區(qū)原有10.5平方公里規(guī)劃已基本完成開發(fā)利用。就現(xiàn)行的土地管理政策和園區(qū)管理政策,申請擴區(qū)很難獲得批準,即使有可能,但在審批條件和環(huán)節(jié)上也相當嚴格,需要較長的時間去爭取。因此,擴大開發(fā)區(qū)經(jīng)濟管理區(qū)域,從實際意義上拓展土地利用范圍,達到“事實擴區(qū)”的目的,是“二次創(chuàng)業(yè)”的擴區(qū)思路。東擴規(guī)劃和執(zhí)行要告別“工業(yè)孤島”的狹隘理念,努力建成既能生產(chǎn)、又能生活;既能留住項目,又能留住人;既能近期見效,又可持續(xù)發(fā)展;產(chǎn)業(yè)集聚效益明顯,城市配套功能完善的現(xiàn)代化新型工業(yè)區(qū)。

從體制慣性來看,開發(fā)區(qū)需要進行體制創(chuàng)新。由于開發(fā)區(qū)內(nèi)外體制不同,外部體制對內(nèi)部體制不斷施以影響,以致經(jīng)過長時間“侵蝕”,有所“同化”,這一現(xiàn)象被視為體制慣性或“體制回歸”。我們開發(fā)區(qū)在啟動之初和其他開發(fā)區(qū)一樣,作為政府的派駐機構(gòu),實行黨政、政企合一的特殊經(jīng)濟管理體制,機構(gòu)精簡、工作高效、服務(wù)便捷。近兩年,隨著管理職能的增加,社會化工作的延伸,機關(guān)內(nèi)部機構(gòu)和人員不斷被動性調(diào)整,以適應變化,原有“小政府”體制被打破。開發(fā)區(qū)“二次創(chuàng)業(yè)”仍要創(chuàng)新“小政府、大社會”的管理體制,實行“政務(wù)、事務(wù)、服務(wù)”相分離的創(chuàng)新模式,繼續(xù)推行“小政府”的“政務(wù)”管理,集中精力抓建設(shè),促發(fā)展;創(chuàng)新社會管理體制,實行“事務(wù)”屬地托管和“服務(wù)”發(fā)展中介組織的社會管理體制。

酷合我們開發(fā)區(qū)發(fā)展實際,我們開發(fā)區(qū)“二次創(chuàng)業(yè)”的重點應包括兩個方面的戰(zhàn)略內(nèi)容,一是北區(qū)盡快實現(xiàn)由“要素集聚”向“產(chǎn)業(yè)主導”的轉(zhuǎn)變,同時同步進入“創(chuàng)新突破”階段;二是“東擴”,實行“事實擴區(qū)”,為開發(fā)區(qū)今后五年乃至更長時間的發(fā)展提供物質(zhì)空間??臻g發(fā)展雖然具有要素集聚階段的某些特征,但對像我們這樣規(guī)劃面積比較小的開發(fā)區(qū)來說,空間發(fā)展仍然是“二次創(chuàng)業(yè)”的重要方面,否則想進一步形成區(qū)域產(chǎn)業(yè)鏈式的“產(chǎn)業(yè)主導”階段就是一句空話;同時,以“產(chǎn)業(yè)主導”為導向的空間發(fā)展已不再具有要素集聚階段的盲目性。

二、科學做好開發(fā)區(qū)的功能轉(zhuǎn)變與戰(zhàn)略定位

1、功能定位開發(fā)區(qū)不只是城市空間和規(guī)模的拓展更重要的是產(chǎn)業(yè)開發(fā)的延伸和布局的優(yōu)化。因此,開發(fā)區(qū)要重新審視自己的核心資源使資源占有與深加工實現(xiàn)合理分離使財富在異地體現(xiàn)出價值。真正以提高質(zhì)量效益為中心,以節(jié)約資源、保護環(huán)境為目標,以科技進步為支撐,大力推進經(jīng)濟增長方式向集約型轉(zhuǎn)變,走新型工業(yè)化道路,最大限度地運用市場手段實現(xiàn)資源配置的最優(yōu)化和效益最大化,不斷健全區(qū)域性開發(fā)區(qū)聯(lián)動發(fā)展機制,錯位發(fā)展,相互配合,推動開發(fā)區(qū)產(chǎn)業(yè)集聚、企業(yè)集聚,增強對周邊地區(qū)的產(chǎn)業(yè)輻射帶動能力。從而達到五個目的,即城市新區(qū)的科學布局可持續(xù)發(fā)展一個健康的居住環(huán)境帶動區(qū)域經(jīng)濟的發(fā)展農(nóng)民市民化的轉(zhuǎn)變。

2、戰(zhàn)略定位。開發(fā)區(qū)的發(fā)展已經(jīng)走過了摸索階段,必須順應新型工業(yè)化和知識經(jīng)濟的新要求,重新審視,科學定位。開發(fā)區(qū)建設(shè)和發(fā)展,要以科學發(fā)展觀統(tǒng)領(lǐng)全局,貫徹科學發(fā)展、生態(tài)和諧的建區(qū)方針,按照集約、集聚、創(chuàng)新、生態(tài)的總體要求,以體制創(chuàng)新和科技創(chuàng)新為動力,以優(yōu)化結(jié)構(gòu)和轉(zhuǎn)變增長方式為途徑,以增強綜合競爭力為核心,以建設(shè)和諧開發(fā)區(qū)為重點,根據(jù)城市自身的產(chǎn)業(yè)基礎(chǔ)、自然稟賦和資源條件,明確產(chǎn)業(yè)定位,實行差別化發(fā)展;堅持集約開發(fā),提升產(chǎn)業(yè)層次,打造人才高地,實現(xiàn)功能升級;加快發(fā)展區(qū)域優(yōu)勢產(chǎn)業(yè)、高新技術(shù)產(chǎn)業(yè)、高附加值服務(wù)業(yè),推進開發(fā)區(qū)向多功能綜合性產(chǎn)業(yè)區(qū)轉(zhuǎn)變,把開發(fā)區(qū)建設(shè)成為新型工業(yè)化的先行區(qū)、自主創(chuàng)新的先導區(qū)、現(xiàn)代服務(wù)的集聚區(qū)、可持續(xù)發(fā)展的示范區(qū)和最適宜創(chuàng)業(yè)居住的新城區(qū)。

三、推進我們開發(fā)區(qū)“二次創(chuàng)業(yè)”的路徑選擇: 實現(xiàn)“七個轉(zhuǎn)變”。

事物的發(fā)展是內(nèi)外因共同作用的結(jié)果,二次創(chuàng)業(yè)”不會自然實現(xiàn),是體系和區(qū)域綜合創(chuàng)新的結(jié)果。從大方面來說,開發(fā)區(qū)提高自主創(chuàng)新能力,建設(shè)產(chǎn)業(yè)化支撐服務(wù)體系和創(chuàng)新管理體制,加快特色和主導產(chǎn)業(yè)發(fā)展,增強國際化能力,是開發(fā)區(qū)二次創(chuàng)業(yè)的核心和根本目標,這一改革勢在必行。因此,推進我們開發(fā)區(qū)在階段性上的“二次創(chuàng)業(yè)”,需要實現(xiàn)“六個轉(zhuǎn)變”:。

第一,實現(xiàn)增長方式由粗放向集約轉(zhuǎn)變,建立和完善產(chǎn)業(yè)鏈。增長方式要由粗放向集約轉(zhuǎn)變,需要建立完善的產(chǎn)業(yè)關(guān)聯(lián)機制。一是要以構(gòu)建合理的產(chǎn)業(yè)鏈為目標,形成基于比較優(yōu)勢的特色產(chǎn)業(yè)化基地。目前開發(fā)區(qū)在特種紙仙鶴、夏王等大企業(yè)的落戶,具有形成特色產(chǎn)業(yè)化基地的優(yōu)勢基礎(chǔ);同時,針對目前開發(fā)區(qū)“有企業(yè)無產(chǎn)業(yè)”的現(xiàn)象,圍繞仙鶴、夏王等大企業(yè),通過產(chǎn)業(yè)細分,在開發(fā)區(qū)建立起上中下游關(guān)聯(lián)密切的產(chǎn)業(yè)鏈,形成適應區(qū)位特色、能夠發(fā)揮比較優(yōu)勢和最有效利用區(qū)位產(chǎn)業(yè)發(fā)展資源的特色產(chǎn)業(yè)化基地。二是要以價值鏈為基礎(chǔ),建立完善的專業(yè)分工協(xié)作機制,有效地降低交易成本,獲得外部規(guī)模經(jīng)濟和范圍經(jīng)濟效益。三是遵循市場優(yōu)選法則,建立以市場選擇主導產(chǎn)業(yè)為主的產(chǎn)業(yè)集群發(fā)展體系。

第二,實現(xiàn)從單一重項目引進向重環(huán)境和服務(wù)建設(shè)的轉(zhuǎn)變,形成合理的大中小企業(yè)共存共榮的企業(yè)“生態(tài)”結(jié)構(gòu)。下大力氣為中小企業(yè)發(fā)展創(chuàng)造條件,增強開發(fā)區(qū)作為現(xiàn)代產(chǎn)業(yè)集群體的集聚效應。建設(shè)良好的融資環(huán)境,加速技術(shù)資源的資本化,為科技型中小企業(yè)“做強”提供融資平臺。建立高效的服務(wù)體系,為“大企業(yè)長大”和“小企業(yè)快生”提供保障。努力辦好科技創(chuàng)業(yè)服務(wù)中心,為技術(shù)創(chuàng)新提供集中、高效的服務(wù),促進中小科技企業(yè)創(chuàng)新與發(fā)展。培育和規(guī)范管理各類社會中介組織,架起政府與企業(yè)之間的橋梁。

第三,實現(xiàn)競爭方式以政策優(yōu)惠為主向制度創(chuàng)新為主的轉(zhuǎn)變,增強開發(fā)區(qū)綜合競爭力。要推進資金、技術(shù)、人才等生產(chǎn)要素的集成,提高開發(fā)區(qū)的協(xié)同技術(shù)創(chuàng)新能力和技術(shù)創(chuàng)新網(wǎng)絡(luò)化程度。要凝聚全社會科技力量,整合資源,推動官、產(chǎn)、學、研合作向縱深方向發(fā)展,努力調(diào)動各主體單位的積極性,并支持它們在重點領(lǐng)域?qū)嵭新?lián)合創(chuàng)新攻關(guān)。完善風險投資企業(yè)的退出機制,加強產(chǎn)權(quán)交易市場卡設(shè),減少創(chuàng)業(yè)者的風險,增加創(chuàng)業(yè)者的可選擇行為,降低創(chuàng)業(yè)成本,調(diào)動創(chuàng)業(yè)者和創(chuàng)新者的積極性。

第四,實現(xiàn)企業(yè)創(chuàng)新方式由單一模仿創(chuàng)新向自主創(chuàng)新轉(zhuǎn)變,增強科技型企業(yè)的核心競爭力。據(jù)統(tǒng)計,截止去年底,我市開發(fā)區(qū)有規(guī)模以上企業(yè)_家,其中被認定的國家級高新技術(shù)企業(yè)_家,省徑高新技術(shù)企業(yè)_家,合計_家,占規(guī)模以上企業(yè)總數(shù)的2_6%,20__年實現(xiàn)產(chǎn)值_億,占全區(qū)工業(yè)總產(chǎn)值的_%。這說明提高我市開發(fā)區(qū)的科技型企業(yè)自主創(chuàng)新能力具有十分重要的戰(zhàn)略意義。具有創(chuàng)造核心技術(shù),形成具有自主知識產(chǎn)權(quán)的產(chǎn)品或服務(wù)和應用關(guān)鍵技術(shù),是開發(fā)區(qū)科技型企業(yè)應該采取的戰(zhàn)略。要建立有利于企業(yè)創(chuàng)新的治理機制,推進企業(yè)成為創(chuàng)新的主體。要推動大企業(yè)與中小企業(yè)的戰(zhàn)略聯(lián)盟、區(qū)內(nèi)企業(yè)與區(qū)外企業(yè)的聯(lián)盟和企業(yè)國際合作,充分利用研發(fā)投資的“溢出效應”,建立廣泛的合作關(guān)系,共同建立技術(shù)開發(fā)機構(gòu),重視引進技術(shù)的消化、吸收和創(chuàng)新,充分利用世界先進技術(shù)成果。著力落實技術(shù)、管理作為生產(chǎn)要素參與分配的政策,建立鼓勵研究開發(fā)投入的激勵機制。

第五,由傳統(tǒng)封閉的創(chuàng)業(yè)價值觀向開放共贏的創(chuàng)業(yè)觀念轉(zhuǎn)變,建設(shè)有利于創(chuàng)業(yè)和創(chuàng)新的園區(qū)文化“土壤”。文化對創(chuàng)新具有激勵功能、導向功能、擴散與滲透功能、凝聚功能和規(guī)范與整合功能。要鼓勵開發(fā)區(qū)的建設(shè)者改變“小富即安”和“故步自封”的傳統(tǒng)封閉創(chuàng)業(yè)價值觀,形成以追求卓越、鼓勵冒險、寬容失敗、團結(jié)協(xié)作、重視創(chuàng)新為代表的開放創(chuàng)業(yè)價值觀念。要制定合理配套的政策法規(guī),規(guī)范市場主體,營造競爭性市場環(huán)境。大力發(fā)展行業(yè)協(xié)會,將更多的社會性事務(wù)交由社會中介組織辦理,發(fā)揮這些中介組織對創(chuàng)新創(chuàng)業(yè)的服務(wù)、引導、整合和溝通功能。

第六,實現(xiàn)從單一的重空間規(guī)模擴張向重視人力資源的開發(fā)轉(zhuǎn)變,實施人才強區(qū)戰(zhàn)略。建立能夠使人力資本價值得到充分體現(xiàn)的激勵機制,探索多種股權(quán)激勵的實現(xiàn)形式;讓人才脫穎而出,解決領(lǐng)袖型企業(yè)管理家短缺問題;重視發(fā)揮科技人才創(chuàng)辦高技術(shù)企業(yè)的積極性,努力形成園區(qū)優(yōu)秀人才創(chuàng)新創(chuàng)業(yè)的新潮流;大力倡導和組織開展技術(shù)培訓、職工技術(shù)比武等活動,努力提高開發(fā)區(qū)職工隊伍的整體素質(zhì)。

上午好!

感謝大家,給我公平競爭經(jīng)濟發(fā)展辦公室主任的機會,同時也感謝大家給了我一次展示自己和讓大家了解我的機會。

我叫張正偉,1964年10月出生,中共黨員,1986年10月參加工作,18年來,我上上下下,前前后后,在鎮(zhèn)機關(guān)工作10年,在管理區(qū)工作8年,歷任政辦、農(nóng)辦、管理區(qū)主任、書記,現(xiàn)任旅游經(jīng)濟辦公室主任,有一定的實際工作能力和工作經(jīng)驗。能夠獨檔一面。

我之所以競爭這個職位,我想用三個詞來進行陳述,其實這也是我人格和工作三個優(yōu)勢的體現(xiàn),這三個詞就是:真誠、自信、摯著、奉獻。

真誠——待人辦事厚道真誠。作為一名地地道道的綠林人,我生于斯,長于斯,是綠林秀美的山川培育了我,像綠林的空氣一樣清新無塵、水一樣的質(zhì)樸靈動、山一樣的堅強不屈、樹一樣的挺直堅韌。我沒有理由不用我的真誠來反哺綠林人民。

自信——自尊自信,自強不息,18年風風雨雨,我已經(jīng)積累了一些辦公室主任現(xiàn)有的工作能力,吃得苦,嘗得了基層工作的酸甜苦辣;坐得住,鋪得開辦公室的筆墨紙硯;耐得煩,經(jīng)得了辦公室工作的千絲萬縷,團結(jié)人,長持著團結(jié)友愛之心。

摯著——工作事業(yè)鍥而不舍,一往無前。綠林是一個旅游資源大鎮(zhèn),但開發(fā)還處于初級階段,沒有一股“氣”,經(jīng)濟發(fā)展談何容易,而我摯著的性格正好用于斯。因此,不懂就要多學,確定了就要勤干,緋徊處就要常思,認準了就要樂干。

奉獻——思想信念勇于開拓,敢于創(chuàng)新。經(jīng)濟發(fā)展辦任務(wù)重,事情多,關(guān)系到綠林百年發(fā)展大計,我所具有的犧牲精神正適合于此,因為18年來我始終堅持著,舍小家顧大家,守清貧多付予,求大同存小議,少報怨多理解,不空談重實干。

大家好!今天我懷著激動的心情,在這里參加_職位的競職演講。非常感謝市委、市政府和_____黨委給予的這次公平競爭、交流學習與展示自我的機會。能夠在此就自己的個人能力、優(yōu)勢以及今后的工作思路,向各位領(lǐng)導和評委作一匯報,我感到萬分榮幸。

一是事業(yè)改革面前有股“闖勁”。我一直把“愛崗敬業(yè)、開拓進取”作為自己的座右銘,無論干什么,都把事業(yè)放在心上,責任擔在肩上,盡職盡責,埋頭苦干,全身心地投入。多年來,組織上的培養(yǎng),領(lǐng)導和同事們的支持和幫助,造就了我敢于堅持原則,主持公道,秉公辦事,作風正派,求真務(wù)實,胸懷寬廣,謙讓容人,善于聽取群眾意見的品格。自參加工作以來,我立足實際,認真學習,不怕工作任務(wù)重,不怕要求標準高,對于本職工作,盡心盡力地干好,對于上級交辦的工作,按時保質(zhì)保量地完成,為法院的改革和發(fā)展作出了自己的貢獻。我始終認為,干好事業(yè)靠的是忠誠于事業(yè),靠的是一絲不茍的責任心。當前,我院正處于改革和發(fā)展的關(guān)鍵時期,縮頭不前不行、求穩(wěn)怕亂不行,工作不怕干,要的就是一種敢闖、敢作、敢為的精神。

二是困難壓力面前有股“韌勁”。我特別喜歡毛主席的一句話,“什么叫工作,工作就是斗爭”,“我們是為解決困難去工作、去斗爭的。越是困難的地方越是要去,這才是好同志”。十幾年來,我充分發(fā)揮一個共產(chǎn)黨員的“革命的樂觀主義”精神,以堅韌不拔的毅力和韌勁正確對待工作中的困難和壓力。我一直認為,困難與希望同在,挑戰(zhàn)與機遇并存,在困難和壓力面前,只要有良好的心態(tài)、堅韌不拔的毅力、不屈不撓的韌勁和冷靜科學的處理方法,劣勢總會變優(yōu)勢,不利總會變有利。

what caused the financial crisis? i think we can sum up the cause of our current economic crisis in one word — greed. over the years, mortgage lenders were happy to lend money to people who couldn’t afford their mortgages. but they did it anyway because there was nothing to lose.

these lenders were able to charge higher interest rates and make more money on sub-prime loans. if the borrowers default, they simply seized the house and put it back on the market. on top of that, they were able to pass the risk off to mortgage insurer or package these mortgages as mortgage-backed securities.

easy money! and what went wrong with our financial system? the whole thing was one big scheme. everything was great when houses were selling like hot cakes and their values go up every month. lenders made it easier to borrow money, and the higher demand drove up house values. higher house values means that lenders could lend out even bigger mortgages, and it also gave lenders some protection against foreclosures. all of this translates into more money for the lenders, insurers, and investors.

unfortunately, many borrowers got slammed when their adjustable mortgage finally adjusted. when too many of them couldn’t afford to make their payments, it causes these lenders to suffer from liquidity issue and to sit on more foreclosures than they could sell. mortgage-backed securities became more risky and worth less causing investment firms like lehman brothers to suffer. moreover, insurers like aig who insured these bad mortgages also got in trouble. the scheme worked well, but it reverses course and is now coming back to hurt everyone

經(jīng)濟責任審計處副處長竟聘演講稿

機構(gòu)改革引入了競崗機制,使得我今天有幸站到這里公開、公平地競爭經(jīng)濟責任審計處副處長一職,我希望通過這次機會使自己得到鍛煉和提高。此次我競爭上崗無論成功與否,都將一如既往地聽從組織的安排,干好自己份內(nèi)的工作,盡到一個審計人員的職責,為我國的審計事業(yè)和我省的經(jīng)濟發(fā)展獻上一份微薄之力。

一、簡歷我生于1960年3月7日,1976年下鄉(xiāng)當知青;1979至1982年在工廠當汽車修理工;1982年考入西南財經(jīng)大學農(nóng)經(jīng)系;1983年7月因身體原因病退回家待業(yè);1984年考入省財貿(mào)學院財政系;1988年畢業(yè),獲經(jīng)濟學學士學位,分配到審計廳財政處工作;1994年借調(diào)到審計事務(wù)所工作;1995年返回廳財政處工作至今;1992年獲審計師資格。在四十多年的人生風雨中,我煉就了摧不垮的自信和堅強,一股永不言敗、拼搏向上的精神以及一種追求完美的人生態(tài)度。

二、到審計廳以來的工作情況和競爭該職務(wù)的優(yōu)勢到審計廳財政處工作后,實習期間就在處領(lǐng)導和同志們的幫助支持下獨立完成了某機關(guān)經(jīng)費的審計報告。1989年被抽到某公司專案組工作,該案為1989年治理整頓十大要案之首,在大量賬本和憑證被銷毀的情況下,我們最終查證了兩千七百多萬元款,為罰處案犯提供了定罪金額證據(jù)。

1990年后,我基本獨立承擔審計項目交逐步成為財政處的業(yè)務(wù)骨干。在十多年的審計工作中,除了外資和基建以外,其余各行業(yè)的審計項目都接觸過。

在所參加的審計項目中,無論大小,都能做到以事實為根據(jù),以法律為準繩,盡最大努力落實國家的有關(guān)財經(jīng)法規(guī)。1999年,由省監(jiān)察廳點名抽調(diào)到省糧食執(zhí)法監(jiān)察辦公室,并任命我為該辦公室副主任。

20__年我又被抽調(diào)到省紀委4·24專案組工作,該案為我省20__年自查的第一大要案。我被任命為該專案組審計調(diào)查小組組長,以上兩項工作都在進行之中。

在審計廳工作期間先后兩次被評為處室先進工作者,在1995年以后的公務(wù)員年度考核中,獲得二次稱職、三次優(yōu)秀。我競爭經(jīng)濟責任審計處副處長有三點優(yōu)勢:第一,具有較強的適應新環(huán)境、新工作的能力。

敢于面對各種新的挑戰(zhàn),善于在陌生的工作環(huán)境中打開局面,開展工作。第二,具備擔任領(lǐng)導職務(wù)的素質(zhì)。

我在專案組工作的時間里,不僅要根據(jù)總體的計劃,安排好審計工作進度,同時還要協(xié)調(diào)好與各調(diào)查小組間的工作關(guān)系。隨時根據(jù)情況的發(fā)展,調(diào)整好工作重點和進度。

在省糧食執(zhí)法監(jiān)察辦公室工作期間,不僅要做好省級糧食執(zhí)法監(jiān)察工作,還要同時面對十六個地州市,做好指導、協(xié)調(diào)等工作。在這兩項工作中,自己的組織領(lǐng)導和協(xié)調(diào)能力得到了很大的提高,因此我有信心、有能力勝任經(jīng)濟責任審計處副處長的工作。

第三,有強烈的事業(yè)心和勇于奉獻的精神,有獨立思考的習慣和認真負責的工作態(tài)度。從事審計工作十多年來,從未挑過審計項目,領(lǐng)導安排什么就干什么。

在項目中無論是否當主審,都盡心盡責地把工作做好,在工作中無論遇到什么困難,都能想方設(shè)法在領(lǐng)導和同志們的關(guān)心支持下加以排除,最終把項目做好。本人好學、敢干、認真踏實的工作作風得到了處領(lǐng)導和同志們的認可,五年的公務(wù)員年終考核中三次獲得優(yōu)秀。

三、如果此次競爭成功,我將從以下三個方面協(xié)助處長把經(jīng)濟責任審計處的工作做好

(一)從講政治、樹正氣、抓學習入手,在經(jīng)濟責任審計處營造一個團結(jié)向上、朝氣蓬勃的工作氛圍。講政治的目的就是要使全處人員堅定共產(chǎn)主義信念,在思想上自覺地和保持一致,做任何事都要以國家利益為重,為祖國繁榮富強,無怨無悔地奉獻自己的一生。

樹正氣就是使經(jīng)濟責任審計處遠離當面不說、背后亂說、拉幫結(jié)伙、互相拆臺等丑惡現(xiàn)象,努力做到全處同志心往一處想、勁往一處使,全身心地把精力投入到工作之中,學習借鑒兄弟處室的好風氣、好傳統(tǒng),并使之發(fā)揚光大。并且,首先從自己做起,嚴格要求自己,多和同志們溝通。

虛心接受同志們的批評,盡自己所能多為處內(nèi)同志辦一些實事。同時,對處內(nèi)存在的問題一定當面指出,決不在后面搞小動作,使處內(nèi)人與人之間的相處能達到以真心換真心的境界。

抓學習就是要積極主動地為同志們創(chuàng)造、提供一個不斷獲取精神糧食的環(huán)境和機會,使全處人員通過學習各種知識,在政治思想水平、道德修養(yǎng)、業(yè)務(wù)能力等多方面有所提高和充實,為更好地開展工作打下堅實的基礎(chǔ)。

今天我在這里競聘經(jīng)濟規(guī)劃處的處長。

首先要感謝各位同事和院領(lǐng)導對我的信任,感謝我們規(guī)劃所的全體同仁對我的支持,讓我有機會站在這里向大家匯報我們在過年的兩年中的工作情況和對未來兩年的設(shè)想。

其次我要表達一個意思,支持和理解院領(lǐng)導關(guān)于處室負責人竟聘上崗的改革措施,因為這一舉措能夠充分發(fā)揮每個人的積極性,發(fā)現(xiàn)人才,鼓勵人成才,正是因為支持和擁擠這一改革措施,我才站到了這個講臺上。今年是第一年,作為規(guī)劃院的老同志,我應該帶個頭,希望下一次有更多的人站出來,那個時候我便能跟大多數(shù)人一樣坐在下面來當裁判了。

下面我先匯報一下過去兩年的工作情況。

首先,實現(xiàn)了業(yè)務(wù)的快速增長。

20__年雖然只增長了20左右,但我們都很努力,因為,這一年,傅總調(diào)到院里任全職副總,對處里的影響是很大的,高級職稱人員一下子下降了一半,到年底才破格恢復到兩人。今年的業(yè)務(wù)增長更快,達到了50左右,可以說是實現(xiàn)了跨越式的發(fā)展。

第二,業(yè)務(wù)結(jié)構(gòu)進一步優(yōu)化,主導產(chǎn)業(yè)得到加強。

在工程咨詢和城市規(guī)劃業(yè)務(wù)額穩(wěn)步上升的同時,經(jīng)濟規(guī)劃的比例大幅增長,從20__年的不到10上升到去年的20,今年達到39,兩年翻了兩番。業(yè)務(wù)領(lǐng)域的演變一定程度上反映了規(guī)劃院的發(fā)展趨勢。

經(jīng)濟規(guī)劃類項目的影響也在逐年增大。從規(guī)劃對象看,以前不少是小鎮(zhèn)的規(guī)劃,現(xiàn)在有很多是區(qū)域性的和地市級的;從合同額看,20__年時經(jīng)濟規(guī)劃的平均單項收費為6萬元,今年上升到18萬元,增加了200??梢钥闯?,正在走向“有影響、有地位”,正在接近“謀劃全省”。

三、職工隊伍建設(shè)得到加強,人員結(jié)構(gòu)不斷優(yōu)化

總量擴張―――人員從20__年的11位發(fā)展到今年的14位。

結(jié)構(gòu)優(yōu)化―――專業(yè)結(jié)構(gòu)上增加了經(jīng)濟類的人員,學歷結(jié)構(gòu)上,平均學歷有所上升,高級職稱人員從1人增加到3人。

學習氣氛濃郁―――鼓勵崗位學習,三人次通過學習在學歷上比以前上了一個臺階,有二位正在進行研究生課程學習。

以上取得的成績首先要歸功于處里年輕的處員們,在這里要向他們表示感謝,特別要感謝周世鋒同志,他不僅承擔了大量的管理工作,也具體承擔了大量的項目工作,沒有他的配合和幫助,我們處的工作是不可想象的。也要感謝其他處室的大力配合和支持,包括辦公室、綜合處、開發(fā)處和各業(yè)務(wù)處室,我們與一處、二處、研究所都有很好的項目合作。也要感謝院領(lǐng)導,特別要感謝傅總,他任規(guī)劃處長多年,給我們創(chuàng)造了一個非常好的基礎(chǔ),即使是在離開規(guī)劃處以后,還是在各個方面給我們以幫助,我想我們的處員們都是能感受到的。

四、存在問題

城市規(guī)劃業(yè)務(wù)沒有大的起色(跨行業(yè)經(jīng)營,受行業(yè)歧視;機制不夠靈活;努力不夠)

內(nèi)部管理和對同事的關(guān)心上做得很不夠。

這是對前兩年處室工作的簡單回顧,下面談一下今后兩年工作的設(shè)想??傮w上可以以“一個中心,兩個基本點”來概括,就是以發(fā)展為中心,以事業(yè)和效益為基本點。

首先,是以院的定位為指導,實行一體兩翼發(fā)展,以經(jīng)濟和社會發(fā)展規(guī)劃為主體,以城市規(guī)劃和工程咨詢?yōu)閮梢?,做大、做強、做?yōu)主體,豐滿兩翼。

經(jīng)濟規(guī)劃:要做出幾個在省內(nèi)有影響的精品。國家正在進行規(guī)劃體制改革,十一五規(guī)劃改革的一個方向就是在原有規(guī)劃的基礎(chǔ)上增加空間規(guī)劃的內(nèi)容,我們處可以在這方面有所作為。

城市規(guī)劃:能夠在省內(nèi)做出規(guī)劃的特色,擴大影響,新開辟一到二個根據(jù)地。

工程咨詢:鞏固陣地、提高質(zhì)量。

第二是實現(xiàn)業(yè)務(wù)量的穩(wěn)步增長。

由于國家宏觀政策的作用,用地緊張、園區(qū)控制,業(yè)務(wù)上會有一些影響,我們要克服困難,積極尋找新的增長點,實現(xiàn)業(yè)務(wù)的穩(wěn)步增長。

可能的方向是經(jīng)濟規(guī)劃與城市規(guī)劃的結(jié)合點,一是區(qū)域規(guī)劃,二是城市的戰(zhàn)略規(guī)劃。

第三是加強隊伍建設(shè)。

適應業(yè)務(wù)發(fā)展的要求,繼續(xù)引進高素質(zhì)人才。特別是區(qū)域規(guī)劃和經(jīng)濟規(guī)劃方面的人才,并考慮人才的適應性。

進一步發(fā)揮現(xiàn)有人員的作用,使每個人都能得到最大發(fā)揮,實現(xiàn)自我價值。

根據(jù)我們處現(xiàn)有人員的特點,不主張每個人都能獨立做好一個項目,而是強調(diào)專業(yè)化分工,培養(yǎng)團隊精神,讓每個人都成為某一方面的專家,這樣,形成一個項目組,便能做出好項目來。

第四是加強內(nèi)部管理。

隨著處室規(guī)模的擴大,內(nèi)部管理的任務(wù)會越來越重,越來越復雜。在院的制度框架內(nèi),考慮出臺一些配套政策,強化激勵機制,使每個人都有壓力和動力,最大限度地發(fā)揮每個人的積極性。讓每個人在手頭有項目時千方百計地把項目做好,在手頭暫時沒有項目時,千方百計地找項目,千方百計地提高自己的業(yè)務(wù)能力。

最后,我再講一句在這里應該講的話:我如果繼續(xù)被聘任為處長,我將很高興地在處長的崗位上加倍努力,繼續(xù)為大家做好服務(wù)工作,如果競聘未能成功,我同樣會很高興,因為這樣我就可以沉下心來,有更多的時間認認真真地做幾個項目。

大家好!今天我懷著激動的心情,在這里參加_職位的競職演講。非常感謝市委、市政府和_____黨委給予的這次公平競爭、交流學習與展示自我的機會。能夠在此就自己的個人能力、優(yōu)勢以及今后的工作思路,向各位領(lǐng)導和評委作一匯報,我感到萬分榮幸。我叫_,_歲,_年_月出生,_年參加工作,_年任_職務(wù),_年任_,……根據(jù)本人實際情況,對于經(jīng)濟廳廳長這一職位,我認為自己具有以下五個方面的任職優(yōu)勢。

一是事業(yè)改革面前有股“闖勁”。我一直把“愛崗敬業(yè)、開拓進取”作為自己的座右銘,無論干什么,都把事業(yè)放在心上,責任擔在肩上,盡職盡責,埋頭苦干,全身心地投入。多年來,組織上的培養(yǎng),領(lǐng)導和同事們的支持和幫助,造就了我敢于堅持原則,主持公道,秉公辦事,作風正派,求真務(wù)實,胸懷寬廣,謙讓容人,善于聽取群眾意見的品格。自_年參加工作以來,我立足實際,認真學習,不怕工作任務(wù)重,不怕要求標準高,對于本職工作,盡心盡力地干好,對于上級交辦的工作,按時保質(zhì)保量地完成,為法院的改革和發(fā)展作出了自己的貢獻。我始終認為,干好事業(yè)靠的是忠誠于事業(yè),靠的是一絲不茍的責任心。當前,我院正處于改革和發(fā)展的關(guān)鍵時期,縮頭不前不行、求穩(wěn)怕亂不行,工作不怕干,要的就是一種敢闖、敢作、敢為的精神。

二是困難壓力面前有股“韌勁”。我特別喜歡毛主席的一句話,“什么叫工作,工作就是斗爭”,“我們是為解決困難去工作、去斗爭的。越是困難的地方越是要去,這才是好同志”。十幾年來,我充分發(fā)揮一個共產(chǎn)黨員的“革命的樂觀主義”精神,以堅韌不拔的毅力和韌勁正確對待工作中的困難和壓力。我一直認為,困難與希望同在,挑戰(zhàn)與機遇并存,在困難和壓力面前,只要有良好的心態(tài)、堅韌不拔的毅力、不屈不撓的韌勁和冷靜科學的處理方法,劣勢總會變優(yōu)勢,不利總會變有利。

三是業(yè)務(wù)管理面前有股“鉆勁”。在長期的法院工作中,我干過_年的_,干過_年的_,無論是在業(yè)務(wù)學習中,還是在業(yè)務(wù)管理上,我都堅持走到哪里就學到哪里,向老領(lǐng)導學習,向?qū)<覀儗W習,向同志們學習,向?qū)嵺`學習,以肯于鉆研的學習精神,不給自己留疑問,無愧于領(lǐng)導和同志們的理解和信任。自_年走上管理崗位上以后,我深刻體會到管理學作為一門應用性較強的學科,對我院的發(fā)展具有十分重要的意義,為此,我主動為自己“充電”,較為系統(tǒng)地學習了法院管理、經(jīng)濟管理、計算機和英語等方面的知識。多年的學習,在客觀上豐富了見識閱歷,在主觀上增強了管理經(jīng)驗,在實踐中提高了領(lǐng)導能力;多年的努力,使我感到自己在思想政治工作中積累了一套較為成熟的思路與方法,在管理和改革中也有自己的見解和方法。

四是大是大非面前有股“正氣”。我認為,“正氣”是一名法官的最基本的素質(zhì)。無論是生活中,還是在工作上,我都要求自己把握好最基本的做人原則,坦坦蕩蕩,老老實實做事,誠誠懇懇、實實在在待人,時刻堅持實踐是檢驗真理的唯一標準,不利于團結(jié)的話不說,有損于團結(jié)的事不做,要保持中青年人的朝氣與活力,更要保持基本的原則和分寸,心底無私天地寬。我堅信,“只有落后的干部,沒有落后的群眾”,只要我們想群眾之所想、急群眾之所急、辦群眾之所需,我們的工作就會如魚得水,工作中的困難就會迎刃而解。

五是年富力強,具有較高的政治素質(zhì)。我可以自信地說,年齡是我這次競爭的顯著優(yōu)勢。作為中青年人,我思想解放,勇于探索,開拓進取,富有改革和創(chuàng)新精神。特別是近幾年的學習和實踐,使我拓寬了思路、開闊了眼界,增強了大局觀念,豐富了宏觀管理經(jīng)驗,提高了分析、綜合、決策能力,組織協(xié)調(diào)和領(lǐng)導能力也有了很大程度的提高。我相信,擁有強烈的事業(yè)心、責任感和旺盛的精力,我一定能夠全身心地投入到今后的工作中。

接下來寫:法院工作的意義,經(jīng)濟廳工作的意義,所競爭職位的重要性和意義等?!?在此,如果有幸得到各位領(lǐng)導和同志們的信任和支持,我將迅速找準自己的位置,盡快進入角色,認真履行職責。在今后的工作中,我決心做到:強化“五個意識”、繼承和發(fā)揚“四種優(yōu)良傳統(tǒng)”、深化三項改革。

一、強化“五個意識”:在工作研究中,要有謀事意識,主動為院長出謀劃策,提供可行的、有價值的參考意見;在業(yè)務(wù)工作中,要有效率意識,每項工作都要認真抓好落實,提高工作效率;在處理日常事務(wù)中,要有攬過意識,一旦工作中有了失誤,主動承擔責任,開展批評與自我批評,以維護法院權(quán)威,爭取更多主動,以利于問題的解決;在領(lǐng)導班子中,要有大局意識,搞好成員之間的團結(jié),互相補臺,形成合力,協(xié)調(diào)好上下各方面關(guān)系,自覺維護領(lǐng)導班子的威信。在管理工作中,要有“放權(quán)”意識,全力支持同志們的工作,善于激發(fā)大家的積極性、主動性、和創(chuàng)造性。

二、繼承和發(fā)揚“四種優(yōu)良傳統(tǒng)”:一是繼承和發(fā)揚團結(jié)的優(yōu)良傳統(tǒng) 。團結(jié)出力量,團結(jié)出智慧,人心齊、泰山移。在改革任務(wù)繁重的情況下,團結(jié)更顯重要。二是繼承和發(fā)揚競爭的優(yōu)良傳統(tǒng)。在市場經(jīng)濟的條件下,競爭是發(fā)展的基礎(chǔ),是進步的核心,沒有競爭,就沒有壓力,就沒有活力。因此,要在我院內(nèi)部建立一種良性的競爭機制。三是繼承和發(fā)揚服務(wù)的優(yōu)良傳統(tǒng)。全心全意為人民服務(wù)是司法工作的立足點,廉潔為民、真心為民才能取信于民,沒有樹立為人民服務(wù)的意識,就是沒有擺正自身的位置。四是繼承和發(fā)揚創(chuàng)新的優(yōu)良傳統(tǒng)。沒有創(chuàng)新,工作將是一潭“死水”,創(chuàng)新是前進的動力和保證。

三、深化三項改革:改革出動力,改革出效益。當前,要抓好三項改革:一是抓好內(nèi)設(shè)機構(gòu)改革。(具體機構(gòu)設(shè)置我不太清楚)二是抓好人事制度改革。本著建立“人員能進能出,職務(wù)能上能下,待遇能高能低,人才結(jié)構(gòu)合理,有利于優(yōu)秀人才脫穎而出,充滿生機和活力的運行機制”的總要求,以競爭上崗為切入口,合理設(shè)崗。三是抓好分配制度改革。在市場經(jīng)濟的條件下,利益的分配關(guān)系到每個人的切身利益,也影響到工作的積極性、主動性和創(chuàng)造性,在分配制度上必須順應形勢,按照黨委提出的“打破現(xiàn)行分配制度,變職務(wù)工資、職稱工資為績效工資”的改革方針,建立兼顧經(jīng)濟效益和社會效益的崗位分配新機制。

由于時間有限,在此,我只能簡要地介紹了一下我的初步想法和打算。如果我這次有幸競演成功,我將不辱使命,以最短的時間、最有效的辦法,全身心的精力,積極投入到新的工作中去,為我院的發(fā)展貢獻自己的青春和力量。我想,只要有對黨和人民極度負責的責任心和事業(yè)心,有開拓進取、勇于創(chuàng)新、埋頭苦干、不屈不撓的干勁,有虛心好學、積極進取的精神,就一定能夠把工作做好。當然,個人的能力和水平終究是有限的,但我相信,在領(lǐng)導和同志們的支持和幫助下,勤能補拙。我愿意“笨鳥先飛”,只要我能象愚公一樣,每天挖山不止,就一定會有成效。如果這次競爭落選,說明我在某些方面與這個職位的要求還存在一定的差距,對此我將正確對待,把這次競演作為一次鍛煉自己能力、尋找自身差距與不足的機會,在現(xiàn)在的工作崗位上,一如既往,更加努力地做好本職工作,珍惜每一次機會,爭取更大的進步,不辜負領(lǐng)導和同志們的理解和信任。

今年,我很幸運,由于機構(gòu)改革,來到了發(fā)展改革委員會這個人才濟濟、團結(jié)又溫暖的大家庭;今天,我更為高興的是有機會站在這里同諸位優(yōu)秀的同志們一起競聘科長職務(wù)。作為一名女性,35歲已說不上年輕,在競爭激烈、機遇與挑戰(zhàn)并存的今天,我常捫心自問,我還能為社會做些什么,才能不虛度年華。適逢競聘,我知道這是一個很好的檢驗、提高、學習的機會。也只有不斷地參與競爭、挑戰(zhàn)自我、與時俱進,才能不斷的進步,也才能不被時代的浪潮所淘汰,這也是我參加競聘的主要原因,我愿意展示自我,接受大家的評判。

我沒有輝煌的過去,只求把握好現(xiàn)在和將來,我參與競聘的是地區(qū)經(jīng)濟發(fā)展與合作科科長,主要基于以下方面考慮:

首先我認為具備擔任中層正職的行政管理能力。在經(jīng)貿(mào)委工作以來,我先后在生產(chǎn)調(diào)度局機電產(chǎn)品出口辦公室對外經(jīng)濟協(xié)調(diào)科工作。 多年的工作經(jīng)驗使我認識到機關(guān)工作的實質(zhì)就是搞好管理及做好服務(wù)。作為中層正職領(lǐng)導干部,我認為,管理是第一位的。一個部門工作的出發(fā)點和落腳點應是緊密圍繞全委工作的工作中心,通過行政管理手段,方法合適思路開闊目標準確的帶領(lǐng)全體工作人員卓有成效地完成工作。因此,我有意識的培養(yǎng)自己的行政管理能力,并自學了一些領(lǐng)導學方面的書籍,對領(lǐng)導崗位所要求的政治素質(zhì) 品格修養(yǎng)原則視野情緒管理 領(lǐng)導模式 突破與創(chuàng)新等方面進行知識儲備,為自己能夠勝任領(lǐng)導崗位打下堅實的理論基礎(chǔ)。99年,我被任職為經(jīng)貿(mào)委對外經(jīng)濟協(xié)調(diào)科副主任科員,并于2022年為委辦公室副主任。幾年來,通過向科長虛心學習,我不斷地將所學的行政管理理論付諸實踐,并注意思考總結(jié)。 積極協(xié)助科長開展工作,盡可能的參與各項工作的管理中,如組織企業(yè)參加各種類型的經(jīng)貿(mào)會洽談會貿(mào)易會活動:深入基層,對市工業(yè)企業(yè)自營出口創(chuàng)匯情況進行調(diào)研分析:做好企業(yè)網(wǎng)上宣傳推介工作等,由于開展工作措施得力,我科連續(xù)多年被省市部門評為先進單位,我個人也連續(xù)兩年被市政府評為先進個人。我認為,多年的管理工作實踐,培養(yǎng)了我的行政管理水平及綜合組織協(xié)調(diào)能力,為從事科長崗位積累了豐富的實踐經(jīng)驗。

其次是具備了科長職務(wù)的業(yè)務(wù)素質(zhì),能夠保證工作的開展和質(zhì)量。

在經(jīng)貿(mào)委工作期間,我系統(tǒng)的學習了有關(guān)經(jīng)濟方面的業(yè)務(wù)知識和各級文件,在平時的工作中注意積累各種相關(guān)知識,多年的經(jīng)濟部門工作使我積累了豐富的工作經(jīng)驗,掌握和把握了開展經(jīng)濟工作的相應思路,它將使我迅速進入工作狀態(tài),及時地開展好各項業(yè)務(wù)工作,并且能更好的保持地區(qū)經(jīng)濟發(fā)展與合作工作的持續(xù)性,從而健康、有序、有創(chuàng)新的向前發(fā)展。

此外,我還具備計算機及外語知識。利用計算機,能熟練地進行網(wǎng)上操作網(wǎng)頁制作 文字處理和日常維護;利用英文能熟練地進行日常交流,并具備一定的書面翻譯能力,我相信利用現(xiàn)代化管理手段我能更好的開展各項工作。

我以為,我們至多能夠延展四個空間:

一是延展突出地方特征做調(diào)研的空間?;鶎友胄姓归_調(diào)查研究,最忌拾人牙慧,而必需緊扣地方實際構(gòu)成特征。當前,光伏業(yè)是我市新興起的支柱產(chǎn)業(yè)和特征產(chǎn)業(yè),它已經(jīng)成為我市的一張名片,它的盛衰關(guān)系到我市的榮辱,我們要親密關(guān)心,深化調(diào)查研究,為政府諫言獻策。

二是延展政銀企對接的空間。家喻戶曉,“企業(yè)存款難、銀行難存款”是經(jīng)濟金融發(fā)展的一個瓶頸,而消息不對稱則是其癥結(jié)所在。我們要采取多種道路為政銀企三方搭斷交換平臺,推進經(jīng)濟金融良性互動,暢通資金需求的推薦渠道。

三是延展個性化金融效勞的空間。督促各商業(yè)銀行特別是鄉(xiāng)村合作銀行創(chuàng)新信貸產(chǎn)品,如展開園區(qū)開發(fā)存款,中小企業(yè)發(fā)展存款等業(yè)務(wù)品種;指導金融機構(gòu)采取聯(lián)保存款、倉單質(zhì)押等擔保方式。

各位領(lǐng)導、各位同事:大家好!在這里首先感謝院領(lǐng)導為我們創(chuàng)造了這次競聘的機會!我本著鍛煉、提高的目的走上講臺,這也是我人生第一次走上講臺進行競聘演說,

我的簡歷非常簡單,大學本科和碩士研究生都是在中國紡織大學完成。年畢業(yè)后進規(guī)劃院工作,到規(guī)劃院后一直在工業(yè)處工作,可以說對工業(yè)處情有獨鐘吧。因此我這一次也是競聘工業(yè)項目處處長。

進院以來,在院領(lǐng)導和大家的幫助下,經(jīng)過十多年工作的鍛煉,使自己各方面素質(zhì)得以提高。我于年評上高級工程師職稱。歷任工業(yè)處處長助理、副處長、處長。

這次競聘工業(yè)處處長,根據(jù)院制訂的發(fā)展方向、定位以及面臨的新形勢,我對工業(yè)處的工作思路是:

⒈適應新形勢

分析一下工業(yè)處面臨的機會與威脅,我覺得未來幾年對我處來說威脅多于機會。目前我國各項改革舉措正在進一步推進,特別是深化投資體制改革。(十六屆三中全會報告明確指出,國家只審批關(guān)系經(jīng)濟安全、影響環(huán)境資源、涉及整體本文來自網(wǎng)布局的重大項目和政府投資項目及限制類項目,其它項目由審批制改為備案制。)投資體制政策的變化特別是對工業(yè)處的業(yè)務(wù)市場影響最大?!袄钦娴膩砹恕薄R虼?,首先我們提出要在思想上解放自己,不斷轉(zhuǎn)變觀念,與時俱進。

⒉拓展新領(lǐng)域

工業(yè)項目雖然小、散、收費低、工作量大,工業(yè)項目是苦菜花,但它也是長青樹。根據(jù)院的職能定位,我覺得工業(yè)處服務(wù)業(yè)務(wù)領(lǐng)域我們要立足工業(yè),拓展其它。這里有兩層意思,一個是縱向加深,一個是橫向拓寬??v向加深主要是工業(yè)領(lǐng)域的咨詢,可能不是單一的政府可批性可研報告,而是企業(yè)需要的真正的咨詢、投資報告、行業(yè)規(guī)劃、技術(shù)服務(wù);橫向拓寬,主要向其它領(lǐng)域如政府控制性的項目咨詢評估等拓寬。

⒊加強團隊建設(shè)

未來的競爭主要靠人才的競爭,一方面要加強現(xiàn)有人員的再學習,提高素質(zhì),另一方面要不斷吸收可用人才。做大做強我們的事業(yè)。要以人為本,形成團結(jié)、活潑、富于創(chuàng)新的學習型團隊。盡力提高這個團隊的戰(zhàn)斗力。

⒋爭創(chuàng)兩個效益

努力在創(chuàng)收創(chuàng)牌上有所作為。院的定位有地位有影響,我們要添磚加瓦,在我們服務(wù)的領(lǐng)域要樹立規(guī)劃院的品牌,占領(lǐng)一定的市場份額,形成顧客群,做出精品。在注重社會效益的同時,當然也要提高收入水平,提高我們的生活水平和生活質(zhì)量。

最后我表示競聘處長并非為了當官,更多的是競一份責任和壓力。如果我被聘為工業(yè)處處長,我將更嚴格要求自己,加強業(yè)務(wù)學習和提高自身修養(yǎng),以身作則,和工業(yè)處的同仁一起把這個處經(jīng)營好。如果不被聘上,也不氣餒,做一個合格的員工。

黨政機關(guān)機構(gòu)改革,是建設(shè)一支面向21世紀高素質(zhì)干部隊伍、迎接西部大開發(fā)的重要舉措。對于推進干部制度改革,拓寬選人用人渠道,促進人才資源的合理配置和流動,激勵機關(guān)干部愛崗敬業(yè)、開拓進取、奮發(fā)向上具有重要意義,我堅決擁護,并積極參與。我參加經(jīng)濟發(fā)展處處長職位競爭,懇請組織和同志們挑選。

一、工作經(jīng)歷

我叫張寶安,1971年參軍,1974年入黨,1975年7月畢業(yè)于解放軍后勤工程學院學械管理專業(yè),1998年12月畢業(yè)于中央黨校函授本科班經(jīng)濟管理專業(yè)。在部隊歷任戰(zhàn)士、文書、班長、排長、副連長、連長、副營長、營長、省軍區(qū)陸軍學院軍械教研室主任;1989年被評定為省軍區(qū)后勤軍械部工程師,同年被授予少校軍銜;因軍政訓練成績顯著和完成老山前線作戰(zhàn)任務(wù)出色,勞立三等功兩次,并被評為軍區(qū)機關(guān)先進個人,在全區(qū)部隊通報表彰。

1990年1月我從部隊轉(zhuǎn)業(yè)到省民委辦公室工作,同年5月任辦公室秘書科科長,1991年6月任辦公室副主任,1996年3月任經(jīng)濟處副處長,1997年10月至今任經(jīng)濟處處長。1994年12月至1995年10月,參加省委第一批村建工作隊赴基層開展黨的基層組織建設(shè),因成績顯著,評為先進個人,我所帶領(lǐng)的工作組被評為先進集體,受到通報表彰。1999年11月我參加“全國少數(shù)民族和民族地區(qū)名優(yōu)產(chǎn)品博覽會”籌備工作,被組委會評為先進個人。

二、德才表現(xiàn)

三、工作設(shè)想

按照省民委“三定”方案中賦予經(jīng)濟發(fā)展處的工作職能,我的工作設(shè)想是主要抓好“五個突破”:

(一)政治業(yè)務(wù)學習要有突破。以“三講”教育為契機,抓好全處的政治業(yè)務(wù)學習和思想作風建設(shè),提高整體素質(zhì),努力把經(jīng)濟發(fā)展處建成一個團結(jié)、務(wù)實、高效、廉潔、政治強、業(yè)務(wù)精、作風硬的處室,以適應西部大開發(fā)的需要。

(二)宏觀政策研究要有突破。緊緊抓住中央實施西部大開發(fā)戰(zhàn)略和“興邊富民行動”的歷史機遇,組織專門人員研究民族地區(qū)經(jīng)濟發(fā)展運行中出現(xiàn)的新情況、新問題。重點研究民族貧困地區(qū)21世紀如何實施扶貧攻堅,加快脫貧的問題;“十五”期間民貿(mào)商品生產(chǎn)問題;配合民族地區(qū)制定好經(jīng)濟和社會發(fā)展規(guī)劃及“興邊富民行動”計劃,爭取使其納入西部大開發(fā)省行動計劃和省的“十五”計劃。

(三)貫徹省委《決定》要有突破。省委《決定》共三十條,其中涉及經(jīng)濟工作的就有十三條,要在今年工作的基礎(chǔ)上,繼續(xù)會同省級有關(guān)部門,狠抓落實。

(四)項目資金管理要有突破。一是根據(jù)新時期民族工作的特點和任務(wù),結(jié)合西部大開發(fā)和“興邊富民行動”對1990年制訂的《邊補費》、《省級民族機動金管理暫行辦法》重新修定;二是制訂少數(shù)民族發(fā)展資金、少數(shù)民族地區(qū)補助費、散雜居民族工作專項資金管理辦法;三是積極探索項目資金管理新思路,按照財政規(guī)范轉(zhuǎn)移支付和財權(quán)事權(quán)分離的原則,采取一年一個確定的辦法,將年度指標分配到各地、州、市,由各地、州、市民委與財政局共同管理;四是繼續(xù)搞好部門間的協(xié)調(diào)工作,進一步加強同國家、省級有關(guān)部門的工作聯(lián)系,爭取每年有更多的項目資金投向民族貧困地區(qū)。

since i took office, we've cut our deficits2 by about two-thirds-the fastest sustained deficit1 reduction since just after the end of world war ii. we just have to be smarter about how we pay for our priorities, and that's what my budget does.

it proposes getting rid of special interest loopholes in our ta_ code, and using those savings3 to cut ta_es for middle-class families and reward businesses that invest in america. it refuses to play politics with our homeland security, and funds our national security priorities at home and abroad.

but despite how much i love all the folks i just mentioned, the people i really came to see isyou. (applause.) because every decision i make every single day -- all the policies i pursue aspresident -- are all aimed at making sure we restore the promise of this country for yourgeneration and for every generation that comes after.

now, the good news is we’ve made a lot of progress since the worst economic crisis of ourlifetimes. so when i first came into office, the economy was in a freefall, the auto industry wasin a freefall. banks were frozen up. we were losing 800,000 jobs a month. over the past 55months, our businesses have now added 10.3 million new jobs. (applause.) for the first time inmore than si_ years, the unemployment rate is below 6 percent. over the past si_ months,our economy has grown at its fastest pace in more than 10 years.

and in education, dropout rates are down, the national graduation rate is the highest on record,more young people are earning their college degrees than ever before. (applause.) good job,young people.

in energy, we’re less dependent on foreign oil than any time in nearly three decades.manufacturing -- the quintessential producer of middle-class jobs, the heart of rhode island’seconomy for decades -- manufacturing has now created 700,000 new jobs since early 2022. tenmillion americans have gained the peace of mind that comes with having health insurance. (applause.)

deficits have come down. health care inflation has come down. there’s almost no economicmeasure by which we haven’t made substantial progress over this period of time. we’rebetter off than we were. (applause.)

so, look, the progress has been hard. it’s sometimes been challenging in particular states.but it’s been steady and it’s been real. now, the thing is, though, what’s also true is thatmillions of americans don’t yet feel the benefits of a growing economy where it matters most --and that’s in their own lives. there are still a lot of folks who are working hard, but havingtrouble making ends meet.

i know that many of you are working while you go to school. some of you are helping supportyour parents or siblings. here in rhode island, and across the country, there are still too manypeople who are working too many hours and don’t have enough to show for it. and this isn’tjust the hangover from the great recession; some of this has to do with trends that date back20, 30 years. and i’ve always said that recovering from the crisis of 2022 was the first thing wehad to do, but our economy won’t be healthy until we reverse some of these longer-termtrends, this erosion of middle-class jobs and income.

and here in rhode island, my administration recently announced a grant to help more long-term unemployed folks get the training and mentoring they need to get back to work. (applause.) and all across the country, we’re taking similar actions, community bycommunity, to keep making progress.

we’ve got to harness the momentum that we’re seeing in the broader economy and makesure the economy is working for every single american. we’ve got to keep making smartchoices. and today, here at ric, i want to focus on some common-sense steps we can take tohelp working families right now. in particular, i want to zero in on the choices we need tomake to ensure that women are full and equal participants in the economy. (applause.)

now, men, i don’t want you to feel neglected. i like men just fine. (laughter.) but part of thereason that i want this focus is because i was raised by a single mom, and know what it was likefor her to raise two kids and go to work at the same time, and try to piece things togetherwithout a lot of support. and my grandmother, who never graduated from college but workedher way up to become vice president of a bank, i know what it was like for her to hit the glassceiling, and to see herself passed over for promotions by people that she had trained. and sosome of this is personal, but some of it is also what we know about our economy, which is it’schanging in profound ways, and in many ways for the better because of the participation ofwomen more fully in our economy.

so earlier today, i met with a group of women business owners and working moms, and lisbethand your president here, and they were sharing stories that probably sound familiar to a lot ofpeople -- studying for finals after working a full shift; searching for childcare when thebabysitter cancels at the last minute; using every penny of their savings so they can afford tostay home with their new baby.

and so i kept on hearing my own story. i kept on hearing about my mom struggling to putherself through school, or my grandmother hitting that glass ceiling. and i thought aboutmichelle, and i told some stories about when michelle and i were younger and getting starting,and we were struggling to balance two careers while raising a family. and my job forced me totravel a lot, which made it harder on michelle, and we would feel some of the guilt that somany people feel -- we’re working, we’re thinking about the kids, we’re wondering whetherwe’re bad parents, we’re wondering whether we were doing what we need to do on the job. andas the catch-22 of working parents, we wanted to spend time with our kids, but we also wantedto make sure that we gave them the opportunities that our hard work was providing.

and then, of course, i think about my daughters. and the idea that my daughters wouldn’thave the same opportunities as somebody’s sons -- well, that’s unacceptable. that’s notacceptable. (applause.)

so i say all this because -- to the men here, we all have a stake in choosing policies that helpwomen succeed. women make up about half of america’s workforce. (applause.) for more thantwo decades, women have earned over half of the higher education degrees awarded in thiscountry. and you look at the ric student body, almost 70 percent women. (applause.) incolleges nationwide, there are more women graduating than men -- which means that for thefirst time, america’s highly educated workforce will be made up of more women than men. (applause.)

but here’s the challenge -- that’s all good news -- the challenge is, our economy and some ofthe laws and rules governing our workplaces haven’t caught up with that reality. a lot ofworkplaces haven’t caught up with that reality. so while many women are working hard tosupport themselves and their families, they’re still facing unfair choices, outdated workplacepolicies. that holds them back, but it also holds all of us back. we have to do better, becausewomen deserve better. and, by the way, when women do well, everybody does well. (applause.)

so women deserve a day off to care for a sick child or sick parent without running intohardship. and rhode island has got the right idea. you’re one of just three states where paidfamily leave is the law of the land. (applause.) more states should choose to follow your lead.

it was interesting talking to some of the small business owners in the meeting. they weresaying how the rhode island law actually helped them do a better job recruiting and retainingoutstanding employees. and so that shows you something -- that this is not just a nice thingto do; it’s good policy. it’s good for business. it’s good for the economy. (applause.)

without paid leave, when a baby arrives or an aging parent needs help, workers have to makepainful decisions about whether they can afford to be there when their families need themmost. many women can’t even get a paid day off to give birth to their child. i mean, there are alot of companies that still don’t provide maternity leave. of course, dads should be there, too.so let’s make this happen for women and for men, and make our economy stronger. (applause.) we’ve got to broaden our laws for family leave.

moms and dads deserve a great place to drop their kids off every day that doesn’t cost theman arm and a leg. we need better childcare, daycare, early childhood education policies. (applause.) in many states, sending your child to daycare costs more than sending them to apublic university.

(laughter.) and too often, parents have no choice but to put theirkids in cheaper daycare that maybe doesn’t have the kinds of programming that makes a bigdifference in a child’s development. and sometimes there may just not be any slots, or the bestprograms may be too far away. and sometimes, someone, usually mom, leaves the workplace tostay home with the kids, which then leaves her earning a lower wage for the rest of her life as aresult. and that’s not a choice we want americans to make.

so let’s make this happen. by the end of this decade, let’s enroll 6 million children in high-quality preschool, and let’s make sure that we are making america stronger. that is good forfamilies; it’s also good for the children, because we know investing in high-quality earlychildhood education makes all the difference in the world, and those kids will do better. so weneed family leave, we need better child care policies, and we need to make sure that women getan honest day’s pay for an honest day’s work. (applause.)

about 28 million americans would benefit if we raised the minimum wage to $10.10 an hour -- (applause) -- like sheldon whitehouse and jack reed support. and let me say this: minimumwage -- those aren’t just teenage jobs that are impacted. we’re not just talking about youngpeople. my first job was at baskin robbins. and i got paid the minimum wage and it was okay.wearing that hat and the apron was -- (laughter) -- yeah.

but the truth is, the average worker who would benefit from an increase in the minimum wageis 35 years old -- 35. a majority of low-wage workers are women. a lot of them have kids.right now, somebody working full-time on the minimum wage makes $14,500 a year -- $14,500. if they’re a parent, that means they’re below the poverty line. nobody who worksfull-time in america should be below the poverty line. (applause.) they should not be raisingtheir kids below the poverty line. i am not going to give up this fight. and we needrepublicans in congress to stop blocking a minimum wage increase and give america a raise. (applause.)

and if a woman is doing the same work as a man, she deserves to get paid just like the mandoes. (applause.) even though it’s 2022, there are women still earning less than men for doingthe same work. and women of color face an even greater wage gap. (applause.) and at a timewhen women are the primary breadwinners in more households than ever, that hurts the wholefamily if they’re not getting paid fairly. again, men, i just want you to pay attention. whenmichelle and i were starting off, there were stretches of time where michelle was making moremoney than me, and i wanted to make sure she was making every dime that she deserved. (laughter.) right? i don’t know how i benefit by her getting paid less than a man. right?

audience: right!

the president: okay! men, i just want you to be clear. (laughter.)

and it starts with recent college graduates. women often start their careers with lower pay, andthen the gap grows over time -- especially if they get passed over for promotions and then theyget fewer raises, or they take time off to care for family members. so you get a situation wherewomen are doing the same work as men, but the structure, the e_pectations somehow is, well,they’ll take time off for family, and once they take time off that means that it’s okay to paythem a little bit less. and that builds up over time.

and we’ve got to have a reversal of those kinds of policies and that kind of mindset. we’ve gotto catch up to the 21st century. we need to pass a fair pay law, make our economy stronger. itwill be good for america, and it will be good for our families and good for our kids. (applause.)

while we’re on the topic, women deserve to make their own health care choices -- notpoliticians or insurance companies. (applause.) and that’s why the affordable care act is soimportant. (applause.) insurance plans -- because we passed the affordable care act,insurance plans now have to cover the basics, including contraceptive care, and prenatal care,and maternity care. (applause.)

that means a working mom doesn’t have to put off the care she needs just so she can pay herbills on time. tens of millions of women have new access to preventive care like mammogramswith no co-pays, no out-of-pocket e_penses. (applause.) it means that a cash-strapped studentdoesn’t have to choose between the care that she needs and the cost of te_tbooks. (applause.)

and because of the affordable care act, because of obamacare -- (applause) -- because of thatlaw, no insurance company can deny you coverage based on a pree_isting condition like breastcancer, or charge you more for the same care just because you’re a woman. (applause.) that’sthe right thing to do.

so no matter how many times republicans threaten to repeal this law, we’re going to keep itin place -- because it’s working. (applause.) not only is it covering more people, not only is itprotecting women and people with pree_isting conditions from discrimination, but it’s actuallybeen part of the trend that’s lowering health care inflation. we’re actually saving moneybecause the system is getting smarter and there’s more preventive care instead of emergencycare, and we’re changing how health care is delivered. (applause.) which is why i’m pretty surethat in 10 years they’re not going to call it obamacare anymore. (laughter.) republicans will belike, oh, i was for that, yes. (laughter.) that’s how that works.

the president: you’ll remember though. you’ll remind them. (applause.)

now, to really make sure that women are full and equal participants in our economy, we can dosome of this administratively. but it requires not just changing laws; it requires changingattitudes. and more and more companies are changing attitudes. and this is really good news.

jetblue, for e_ample, has a fle_ible work-from-home plan for its customer service reps. they’vefound it’s led to happier, more productive employees and lower costs. google increased paidleave for new parents -- moms and dads -- to five months -- five months -- and that helped cutthe rate of women leaving the company by half. and when i was having a conversation withsome of the women business owners before i came out here, they were saying it’s really costlywhen you lose a good employee and you’ve got to train somebody all over again. it’s muchmore sensible from a business perspective to invest in them and make them feel like you’vegot their backs, and they’ll stay with you.

and it’s not just these big corporations that are embracing these policies. so cheryl snead, whois the ceo of banneker industries -- where’s cheryl? she was here just a second. there she isback there. so banneker industries, a supply chain management firm, is based in northsmithfield. and when cheryl was in college, she studied mechanical engineering. at the time,there weren’t that many african american women in mechanical engineering. there stillaren’t. (laughter.) we’re working to change that.

cheryl wants to do something about that. her company has made it a priority to find talentedyoung women and minority students, encourage them to study science and math in college,hire them once they graduate. (applause.) and what cheryl was e_plaining was that having adiverse workforce, having more women in the workforce, all that makes her a strongercompany. and it’s not just good for the workers -- it’s good for business.

so if large businesses like google, small businesses like cheryl’s all see the wisdom of this, let’sjoin them. let’s encourage more women and more girls into fields like science and technologyand engineering and math. and let’s work with those companies to ensure that family-friendlypolicies can support more women in that workforce. (applause.)

ann-marie harrington -- where is ann? ann-marie is right here. so ann-marie, she’s thepresident of a company called embolden, based in pawtucket. and it provides web services tocommunity foundations and non-profits. a small business -- about 20 employees; 21 i thinkshe said. she just hired somebody, must have been. (laughter.) but she lets them work fromhome and keep a fle_ible schedule when they need to. and she says that’s increased hercompany’s productivity.

so i’m taking a page from these companies’ playbooks. this summer i directed the federalagencies in the e_ecutive branch to put fle_ible workplace policies in wherever possible;make it clear that all federal employees have the right to request them. we want the besttalent to serve our country, and that means making it a little bit easier for them to maintainthat work-family balance.

but these are issues that are too important to hinge on whether or not your boss isenlightened. we have to raise our voices to demand that women get paid fairly. we’ve got toraise our voices to make sure women can take time off to care for a loved one, and that momsand dads can spend time with a new baby. we’ve got to raise our voices to make sure that ourwomen maintain and keep their own health care choices. we’ve got to raise our voices tobasically do away with policies and politicians that belong in a “mad men” episode. “mad men”is a good show, but that’s not who we want making decisions about our workplaces these days.when women succeed, america succeeds. and we need leaders who understand that. that’swhat we need. (applause.)

so if you care about these policies, you got to keep pushing for them. this shouldn’t bepartisan. republicans and democrats should be supportive of all these issues.

i was talking to tom perez; he had just come back from europe. he was talking to chambers ofcommerce and conservative politicians. they were all supportive of family leave, supportiveof childcare, because they understood it actually made the economy more productive. thisisn’t a liberal or conservative agenda.

when i talk to women, like the ones i spoke to earlier, when i hear folks’ stories from acrossthe country, and when i think about my own mom and how she made it all work, or mygrandmother, nobody is looking at these issues through partisan lenses. we’re not democratsfirst or republicans first, we are americans first. and as americans, it’s up to us to protect andrestore the ideals that made this country great. (applause.)

and that is, that in this country, no matter who you are, what you look like, where you comefrom, whether you are male or you are female -- here in america, you can make it if you try.that’s the promise of america. that’s the future i’m going to fight for. (applause.) i want youto fight there with me.
